Phu Tho placed 9 in the country in the Public Administrative Reform (PAR) Index

The Government’s Steering Committee for Public Administrative Reform (PAR) announced the 2023 the Satisfaction Index of Public Administration Services (SIPAS) and the 2023 PAR Index for ministries, ministerial-level agencies, provincial People’s Committees, and centrally run cities on April 17 in Hanoi. The conference was chaired by Ms. Pham Thi Thanh Tra, a Party Central Committee member, Minister of Home Affairs, and Deputy Head of the Government’s Steering Committee for PAR.

According to the reported findings, Phu Tho province’s PAR INDEX in 2023 is 89.19 points, ranking 9th among 63 provinces and cities countrywide (up 2.59 points and 9 places from 2022).

Phu Tho’s 2023 SIPAS index is 87.56% (up by 3.51% from 2022), placing 10th out of 63 provinces and cities nationally.

For the SIPAS Index, 2023 marks the second year of assessing people’s satisfaction with state administrative agency services in terms of both the content of developing and implementing public policies and delivering public administrative services. People were asked to evaluate nine important public policy groups that have a direct impact on their lives: economic development policies; medical examination and treatment policies; general education policies; domestic water policy; domestic electricity policy; social order and safety policies; road traffic policy; social security, social policy; and state administrative reform policies.

Overview of the conference.

According to the Standing Agency’s evaluation, people’s overall satisfaction with state administrative agency services in 2023 is 82.66%, up more than 2.60 points from 2022. People in 63 provinces and cities are satisfied with the services provided by state administrative agencies in a range of 75.03% to 90.61%. Among these, Quang Ninh province tops the SIPAS Index with a result of 90.61%; Thai Nguyen province is second with 90.29%; and Hai Duong province has 90.23%. Thus, Quang Ninh has led the SIPAS Index for five years in a row (2019-2023).

For the PAR INDEX, the findings obtained by ministries, branches, and local People’s Committees are fairly detailed in all areas. In particular, the PAR INDEX Index of provinces and cities in 2023 has returned to a positive development trajectory; the average value in 2023 reached 86.98%, which is 2.19% higher than in 2022. For the fifth year in a row, the average PAR Index for locations exceeded 80%.

In 2023, Quang Ninh province continues to dominate the PAR INDEX index, with results of 92.18%; Hai Phong is second, with 91.87%; and Hanoi is third, with 91.43%.
