Phu Tho Strengthens Planning Management, Architecture, and Urban-Rural Renovation

On the afternoon of March 20, Mr. Tran Duy Dong – Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee – chaired a conference to review a draft Directive on strengthening state management of architecture, planning, and urban-rural renovation.

Following the provincial merger, Phu Tho’s urban and rural planning systems have been deployed synchronously, providing a vital foundation for managing developmental space and construction investment. However, due to historical differences in natural conditions and socio-economic orientations among the former localities, the current systems still lack provincial-wide consistency. In response, provincial authorities have focused on adjusting the Provincial Planning for the 2021–2030 period, with a vision to 2050, integrating it with modern architectural management and renovation efforts.

Following the assignments from the Provincial People’s Committee in Document No. 4166 dated March 19, 2026 (pursuant to Official Dispatch No. 989 dated March 16, 2026 from the Provincial Party Committee), the Department of Construction has conducted a comprehensive review and research to formulate a draft Directive on strengthening state management in this field.

The draft directive emphasizes that planning and urban-rural renovation are fundamental and vital tasks. It underscores the guiding principle that “planning must stay one step ahead” to concretize the development goals and orientations outlined in the Provincial Master Plan.

Departments, agencies, and localities have been assigned specific and detailed responsibilities, with a primary focus on advising and attracting investment for urban development, housing, tourism, and service projects. Key tasks include the timely balancing and allocation of resources for planning activities, as well as the implementation of urban development and renovation programs alongside the formulation of waste collection and environmental protection schemes. Furthermore, these entities are tasked with resolving land-use bottlenecks and finalizing outstanding issues related to urban, housing, and commercial projects in accordance with inspection conclusions from both Central and Provincial authorities.

Concluding the conference, Chairman of the Provincial People’s Committee Tran Duy Dong emphasized that the issuance of the directive is essential to enhance the effectiveness and efficiency of state management in planning, architecture, and urban-rural renovation, thereby establishing a synchronous, modern, and civilized development space throughout the province.

The Chairman requested the drafting agency to fully incorporate all feedback to finalize the draft directive, ensuring it is specific, defines clear tasks, and remains highly feasible for implementation. Key additions must focus on rural renovation linked to the roles and responsibilities of local communities, as well as the review and repainting of administrative headquarters. Furthermore, he directed a focus on upgrading community playgrounds and recreational areas, while strengthening landscape enhancement solutions to ensure a clean, beautiful, and orderly environment.

Chairman Tran Duy Dong also urged all departments, sectors, and localities to coordinate proactively and strictly implement the directive immediately upon its official issuance, ensuring its contents are effectively translated into practice.
