Premises for socio-economic development

Based on the list of works and projects using rice fields and forest lands that need land recovery and land use conversion in localities approved by the Provincial People’s Council, the Provincial People’s Committee, the Department of Natural Resources and Environment, and the District People’s Committees have issued many documents to deploy, direct, and guide the implementation seriously, promptly, and in accordance with regulations, meeting the needs of socio-economic development in the area.

Premises for socio-economic developmentAfter being handed over the land, the construction project of Takao Granite Joint Stock Company, Thanh Uyen Commune, Tam Nong District, has gone into production, supplying products to the market.

Determining that the work of land recovery, conversion of land use purposes, and handover of land to investors and construction units to implement projects plays an important role in creating a premise for socio-economic development as well as effective and sustainable management and use of land resources, the Provincial People’s Committee has directed sectors and localities to implement synchronously, strengthening coordination, inspection, and examination of the implementation of land recovery and conversion projects according to the resolution of the Provincial People’s Council to ensure the correct progress and requirements.

According to Comrade Pham Van Quang, Member of the Provincial Party Committee and Director of the Department of Natural Resources and Environment, in implementing the resolutions of the Provincial People’s Council on land recovery and conversion for construction works and projects, the Department has coordinated with investors, People’s Committees of districts, cities, towns, relevant departments, and branches to carry out the processes and procedures for submitting to the Provincial People’s Committee for land allocation and conversion for organizations and individuals to implement the project, basically ensuring compliance with the provisions of the law on land.

At the same time, organizing inspection and examination of land use for units that have been allocated land by the Provincial People’s Committee to advise the province to take timely handling measures; in addition, detecting inappropriate mechanisms and policies to recommend competent authorities to amend and supplement accordingly. Through inspection and supervision, the unit has discovered and advised the province on how to handle projects that are behind schedule, have not put the land into use, decided to extend the deadline, reclaim land, etc.

With the active participation of the province, sectors, and localities, the work of reclaiming and changing the purpose of land use to implement works and projects according to the resolution of the Provincial People’s Council has achieved many important results. According to the Economic and Budget Committee of the Provincial People’s Council, in the period of 2021–2023, the Provincial People’s Council has issued nine resolutions approving the list of works and projects requiring land reclamation according to the provisions of Clause 3, Article 62, Land Law, and changing the purpose of the use of rice land, protective forest land, and special-use forest land according to the provisions of Clause 1, Article 58, Land Law, with a total of 2,142 projects with an area of 12,804.401 hectares.

Projects that must reclaim and change land use purposes approved by the Provincial People’s Council are implemented by the People’s Committees at all levels in accordance with the provisions of the law on land. In accordance with the approved land use planning and plans, land is exploited and used effectively, contributing to increasing revenue for the state budget and promoting socio-economic development. Up to now, 220 projects have changed the purpose of use and assigned 1,029 hectares to investors; reclaimed over 1,713 hectares of 359 projects...

In the coming time, the Provincial People’s Committee will continue to direct departments and branches to advise on the correct implementation of state regulations on land reclamation and change of land use purposes in the area. Specialized agencies and People’s Committees of districts, cities, and towns coordinate to ensure full conditions and proper procedures according to the provisions of the law. The land use area requirement must be consistent with the scale of the project, the planning, the land use plan, and the socio-economic development situation of the locality.

The Department of Natural Resources and Environment continues to advise and propose solutions to improve the effectiveness of the task of land recovery and conversion, including strengthening the inspection and examination of the implementation of resolutions of the Provincial People’s Council to carry out investment projects in accordance with regulations. The District People’s Committee accelerates the preparation and adjustment of local land use planning and plans for the period 2021–2030; regularly inspects and reviews the progress of projects approved in resolutions of the Provincial People’s Council;.
