For many years, Phu Tho Customs Branch has always excellently completed the assigned state budget revenue. In 2024, despite being significantly affected by the economic and political situation in the world and in the country, along with the complicated developments of natural disasters and weather, closely following the direction of the government and the superior customs, Phu Tho Customs has determined to turn challenges into opportunities, striving to achieve the highest targets set out in the plan.

Facilitating trade

Determining that import and export activities of enterprises are the most important factor determining the results of budget revenue, Phu Tho Customs Branch has resolutely implemented many breakthrough solutions to facilitate trade, attract investment, and clear the flow of import and export goods in the area, contributing to promoting the recovery and development of the local economy. Many specific moves to reform administrative procedures have been implemented by the Customs, such as applying the VNACCS/VCIS system, allowing businesses to carry out customs procedures, specialized inspections, and other procedures at a single point. This helps reduce time and costs for businesses, increasing transparency. In addition, the department has actively deployed the electronic positioning seal system to serve the supervision of goods subject to customs supervision transported by container.

To facilitate businesses in carrying out customs clearance procedures, the department has promoted the implementation of level 4 online public services for all operational stages. All procedures for making customs clearance dossiers for businesses are calculated in seconds for green-channel dossiers; yellow-channel dossiers are completed in no more than 1 hour if the dossier is valid, and red-channel dossiers will be cleared immediately when the goods are confirmed to have the actual inspection results in accordance with regulations. The specialized inspection work for import and export goods has been reduced by the sub-department to less than 15%, cutting and simplifying 50% of the list of goods, products, and procedures. To improve the efficiency of post-clearance inspection, the Sub-Department focuses on innovating methods for reviewing green channel records, checking the value of import and export goods, HS codes, C/O, and checking declarations of types A12, B11, etc.

Effectively using the remote surveillance camera system for export processing enterprises in the province at Thuy Van ICD Port to simplify customs procedures for supervision, creating conditions for enterprises to quickly clear goods, reducing direct contact between customs officers and enterprises. To promptly resolve arising problems, Customs has improved the goods inspection process by applying risk analysis-based inspection measures in the Customs' business processes, helping to focus resources on high-risk shipments, thereby reducing delays for other shipments.

The sub-department has also strengthened cooperation with relevant agencies such as plant quarantine, health, and security to ensure smooth and efficient customs clearance. Significant improvements in minimizing procedural “barriers” and enhancing risk control have helped the sub-department attract many businesses to carry out customs procedures... In 2024, 70 new businesses from other provinces will be attracted to carry out procedures. In addition, the application of information technology in customs procedures has helped optimize the process of document processing and risk management. The efforts in reforming administrative procedures and applying information technology in goods management and supervision of the Sub-Department have contributed to reducing time and costs for the business community.

The reform efforts of the customs agency have brought about positive results, contributing to promoting growth and promoting the competitiveness of the economy.

In 2024, Phu Tho Customs Sub-Department was assigned a budget revenue estimate of 480 billion VND. In order to best complete the set plan targets, from the first days and months of 2024, the Customs has developed key programs and plans and directed specialized departments to resolutely and synchronously implement budget collection solutions.

Accordingly, the department proactively reviews and evaluates revenue sources, analyzes objective factors affecting the results of state budget collection to develop and implement solutions to increase revenue and prevent revenue loss, closely monitors revenue fluctuations, and develops monthly and quarterly revenue plans to have solutions to manage revenue, nurture revenue sources, and ensure the completion of the annual budget collection task. Strengthens sharing and accompaniment with businesses, develops partnerships between customs, businesses, and related parties to create conditions for the business community and related parties to fully and promptly grasp newly issued policies and laws on customs and taxes on import and export goods... contributing to improving the management and law enforcement capacity of each party.

The department also regularly organizes thematic conferences to deeply assess the impacts and influences on the progress and results of the implementation of the state budget collection task, early identification to focus on exploiting revenue sources in the area. At the same time, closely coordinate with forces in the fight against budget loss through monitoring, checking the implementation of customs procedures, specialized inspections, fighting against smuggling, and trade fraud, and improving the efficiency of import and export activities.

In 2024, the total import and export turnover of the province is estimated at 30.25 billion USD, an increase of 55.2%. Of which, exports reached 15.450 billion USD, an increase of 39.6%, making Phu Tho continue to be in the top provinces with high contributions to the country’s imports and exports while showing the strong and sustainable recovery of production and business activities in the province. Typically, the export of electronic components, machinery, and electrical equipment reached 13.7 billion USD (up 45.9%). Import activities also recorded a high increase, reaching 14.8 billion USD, up 75.8% over the same period.

Along with the growth of import-export turnover, a number of enterprises implemented the import of machinery and equipment of approved investment projects, and the import-export turnover of taxable items increased, leading to an increase in tax revenue through import-export activities, contributing to the total budget revenue of the province. It is estimated that by December 31, 2024, tax revenue through import-export activities will reach 600 billion VND, reaching 125% of the assigned target.

On the one hand, the unit creates favorable and open conditions for trade development; on the other hand, it actively prevents negative phenomena, tightens discipline, order, and management; closely monitors the work settlement process; and raises awareness, responsibility, and public and professional ethics. Along with that, it innovates the way of partner cooperation and builds customs-enterprise cooperation relations based on the strengths, capacity, and cooperation needs of enterprises and related parties. In 2025, the forecast of the world and domestic situation continues to have fluctuations; the workload is increasing, and the customs sector continues to make efforts to solve challenges, simplify administrative procedures in the customs sector, and prevent smuggling and trade fraud. From there, aiming for the “dual” goal, both facilitating trade to the maximum extent while ensuring safety, security, and preventing revenue loss at the highest level.
