On the afternoon of April 3, Prime Minister Pham Minh Chinh chaired the Q1/2026 online conference of the National Steering Committee on International Integration. Attending the meeting were Mr. Le Hoai Trung – Member of the Politburo and Minister of Foreign Affairs; and Mr. Bui Thanh Sơn – Deputy Prime Minister and Standing Vice Chairman of the Steering Committee. The conference was connected to provinces, cities, and Vietnamese representative agencies abroad.

In Q1/2026, international integration was deployed synchronously with smooth coordination across the political system. Localities, especially border provinces, played an active and creative role, signing many commitments and international treaties that brought practical benefits. This elevated the efficiency of implementing international agreements and created momentum for perfecting domestic institutions and laws.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the international situation is predicted to remain unpredictable and complex. He urged ministries and localities to uphold a spirit of proactivity and avoid dependency or negligence. International integration must be developed in both breadth and depth, ensuring substance and effectiveness.

The implementation of international integration must be expanded in breadth while enhanced in depth, ensuring substance and effectiveness in alignment with global trends and the Party and State’s guidelines.
The Prime Minister stressed that this period presents an opportunity to restructure the economy, promote green and energy transitions, and revamp markets and products; the greater the challenge, the greater the effort required. This is also a pivotal moment for the nation to grow stronger.
In that spirit, the Prime Minister requested the effective implementation of the “3 Creations” motto: first, international solidarity to create strength, being ready to share and discuss issues with partners while upholding multilateralism; second, cooperation to create resources and material wealth; and third, consultation and participation in forums to strengthen and build mutual trust.
Regarding the future outlook, the Prime Minister demanded that the overarching objective of international integration must serve the double-digit growth target and be integrated into the nation’s rapid and sustainable development to realize the two 100-year strategic goals.
Regarding key tasks and solutions, the Prime Minister requested the continued deep internalization and innovation of mindsets, perceptions, and actions to perfect the Party’s theory on foreign affairs and international integration in the new era. Focus must be placed on drafting resolutions for major orientations and policies to implement the foreign policy of the 14th National Congress. Simultaneously, the Government’s Action Program for the Politburo’s Resolution No. 59-NQ/TW on international integration must be reviewed and updated to align with the practical situation, the current context, and new development goals. The Prime Minister also emphasized improving the quality of international integration to serve strategic sectors; promoting economic diplomacy; diversifying markets, supply chains, and products; increasing the attraction of high-quality and effective foreign investment; and deepening political-security integration in a substantive and effective manner.
Furthermore, he urged for the advancement of international integration in science, technology, innovation, and digital transformation, shifting strongly from passive technology reception to proactive cooperation to access, master, and gradually create new technologies. It is essential to synchronously implement international integration in culture, society, tourism, environment, healthcare, and education. The Prime Minister also called for increased review and promotion of the substantive implementation of signed international commitments under the spirit of “actions must match words, and commitments must yield specific results,” while proactively encouraging partners to fulfill their obligations.
Prime Minister Pham Minh Chinh concluded by emphasizing the role of the National Steering Committee on International Integration as the primary coordinating and directing focal point to promptly resolve institutional and inter-regional bottlenecks, thereby constantly improving the effectiveness of international integration efforts.
