Provincial Party Secretary Pham Dai Duong Works with Tan Lac, Toan Thang, Muong Bi, Muong Hoa, and Van Son Communes

On January 14, in Van Son commune, Mr. Pham Dai Duong – Member of the Party Central Committee and Secretary of the Provincial Party Committee – visited and held a working session with the Standing Boards of the Party Committees of several communes: Tan Lac, Toan Thang, Muong Bi, Muong Hoa, and Van Son.

During the session, leaders of the communes reported on the results of their political tasks in 2025, orientations for 2026, and the operational status of the two-level local government model. After more than six months of implementation, the communes have successfully streamlined their organizational structures, issued working regulations, and stabilized operations.

Representatives from the communes requested the Provincial Party Committee to continue its leadership and guidance in implementing Resolution No. 13-NQ/TU, dated October 17, 2022, by the Standing Board of the former Hoa Binh Provincial Party Committee. This resolution focuses on developing the highland communes of Tan Lac District (including Van Son, Quyet Chien, and the former Ngo Luong) into a provincial-level tourist area by 2030, with a vision to 2050. Specifically, they sought favorable conditions for Van Son commune to strive toward becoming a provincial tourist destination by 2030, in line with the province’s socio-economic development orientation for highland areas.

Furthermore, they called for attention in allocating resources for communes to invest in transport, electricity, and technical infrastructure; upgrading digital infrastructure and information technology equipment; and researching specific mechanisms and policies to attract investment in eco-tourism, community-based tourism, and green agriculture. They also recommended the assignment and strengthening of civil servants with appropriate expertise, particularly in land management, information technology, and healthcare, alongside organizing training programs to improve digital skills for cadres and public employees.

At the working session, Mr. Bui Duc Hinh – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, and Mr. Dinh Cong Su – Vice Chairman of the Provincial People’s Committee, along with leaders of various departments and agencies, acknowledged the proposals and recommendations from the localities. At the same time, they oriented the communes to clearly identify key tasks and necessary actions to focus on resolving difficulties and obstacles, thereby promoting socio-economic development.

Concluding the meeting, Provincial Party Secretary Pham Dai Duong recognized and highly appreciated the proactiveness of the local leaders and officials in their efforts to implement tasks, ensuring that the new government apparatus operated immediately and without interruption after the restructuring.

He requested the communes to closely follow the directive documents from the Central Government and the province to develop specific action programs and plans to drive socio-economic development. He emphasized focusing on Party member development, reviewing the personnel apparatus, overcoming challenges, and focusing leadership on the effective operation of the two-level local government. Furthermore, he urged the promotion of administrative reform and digital transformation, the effective implementation of the “Digital Literacy” program, and the creation of favorable conditions to attract investment to the area.

In addition, the communes must focus on high-quality planning, developing community-based tourism projects, and managing cultural heritage sites. It is essential to improve the quality of education, healthcare, culture, and sports, while continuing to maintain political stability, national defense, security, and social order.

The Secretary requested the communes to step up communication efforts before, during, and after the 14th National Party Congress. High concentration is required for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure. He also reminded the communes to care for the lives of policy-beneficiary families and local citizens during the 2026 Lunar New Year, ensuring the proper implementation of social welfare policies.

Regarding the specific proposals and recommendations, the Provincial Party Secretary assigned the Provincial Party Organizing Commission to lead and coordinate the synthesis of these issues for a report to the Standing Board of the Provincial Party Committee. The Party Civil Affairs Committee of the Provincial People’s Committee was tasked with directing relevant agencies to research, survey, and review the requests based on the province’s available resources.

Within the framework of the program, on the same morning, the Provincial Party Secretary and the delegation visited the agricultural production model at the Quyet Chien Safe Vegetable Cooperative in Bieng Hamlet. This clean agricultural production model covers 22 hectares, effectively leveraging the potential and unique advantages of the soil and climate in the highland commune of Van Son, while creating jobs for many local laborers. Notably, the Cooperative is working towards successfully building a local agricultural brand.

During the site visit, Secretary Pham Dai Duong offered encouragement and inquired after the farmers, motivating them to maintain and expand effective production models. He requested that Van Son commune and authorities at all levels provide support to farmers in developing efficient agricultural models, with a specific focus on ensuring quality seedlings and livestock breeds, as well as applying new scientific and technological advances. He also emphasized the continued exploitation of local potential and advantages to attract businesses to invest in agriculture and tourism, creating economic momentum for Van Son.

Following this, Secretary Pham Dai Duong visited and presented 10 sets of computers, valued at 160 million VND, to Quyet Chien Primary and Secondary School in Bieng Hamlet.

Secretary Pham Dai Duong also visited and presented gifts to the families of two wounded soldiers Mr. Ha Ngoc Tuan (Bach Hamlet) and Mr. Bui Van Quyen (Lo Hamlet), in Van Son commune.
