Secretary of the Provincial Party Committee Truong Quoc Huy inspects the Hoa Binh - Moc Chau Expressway Project and the Expanded Hoa Binh Hydropower Plant Project

Continuing the working mission, on the afternoon of December 16th, Secretary of the Provincial Party Committee Truong Quoc Huy inspected the implementation progress of the Hoa Binh - Moc Chau Expressway Project and the Expanded Hoa Binh Hydropower Plant Project.

According to the report, for the Hoa Binh - Moc Chau Expressway Project (section from Km19+000 to Km53+000) within the province, 30.7/31.9 km of the site has been handed over to the construction units for the 4 construction and installation packages, achieving 96%. The remaining 1.2 km is expected to be completed in December 2025. The project has 4 construction and installation packages, with a total executed value of approximately 805.58 out of 8,332 billion VND (excluding contingency), reaching 9.67% of the contract value. Disbursement from the start of the project to date is 3,413 out of 8,127.145 billion VND, reaching 41.9%. Disbursement from the beginning of 2025 to date is 2,235 out of 6,058.176 billion VND, reaching 36.9%.

At the inspection meeting, the investor and the construction unit requested the provincial leadership to pay attention and propose to the Prime Minister and relevant ministries/agencies to allow the expansion of the Hoa Binh - Moc Chau Expressway (section from Km19-Km53 in Hoa Binh province) from the current 2 lanes to the final phase scale of 4 lanes. They also requested Da Bac, Cao Son, and Tan Mai Communes to address difficulties and obstacles, and promptly hand over the remaining site to the investor before December 31, 2025.

The working group heard a report on the preparations for the inauguration of the Expanded Hoa Binh Hydropower Plant on December 19th.

After the inspection, Secretary of the Provincial Party Committee Truong Quoc Huy requested relevant departments, sectors, and localities to focus on definitively resolving difficulties and obstacles to accelerate the project’s progress.

Regarding local authorities and units, they need to strengthen leadership, direction, mobilization, and propaganda to create consensus among the people during the site clearance work. Communes must coordinate closely with units in surveying, inventorying, site clearance, compensation support, and resettlement for the people, ensuring fairness and compliance with legal regulations.

Also during the working agenda, the delegation inspected the preparations for the inauguration of the Expanded Hoa Binh Hydropower Plant. This is one of the province’s key projects scheduled for groundbreaking and inauguration on December 19th to celebrate the 14th National Party Congress. He acknowledged the efforts of the construction unit in completing the project on schedule, safely, and with quality.

Previously, Secretary of the Provincial Party Committee and the working group respectfully offered incense and flowers at the Monument of President Ho Chi Minh at the Hoa Binh Hydropower facility.
