Site Clearance Creates Clean Land Fund to Pave the Way for Investment Attraction

Implementing the target of double-digit economic growth, Phu Tho is focusing on developing its system of industrial parks (IPs) and industrial clusters (ICs), considering this a vital driver to attract investment, promote economic restructuring, generate jobs, and enhance local competitiveness. To ensure projects proceed on schedule, compensation and site clearance work is identified as the key step to create a clean land fund, ready to welcome investors.

Currently, the Phu Tho Regional Land Fund Development Center is organizing compensation and site clearance for three industrial park projects: Phu Ninh, Doan Hung, and the expansion of Trung Ha IP, covering a total area of over 1,000 hectares; alongside executing the Tien Luong IC project with a scale of 60 hectares. These are all key projects with significant importance in expanding industrial development space and creating room to attract manufacturing and business investment projects in the coming period.

Land measurement and inventory at the Doan Hung IP Project are implemented synchronously, laying the foundation for preparing compensation and site clearance plans.

Recognizing site clearance as a difficult task directly linked to citizens' rights and interests, the Phu Tho Regional Land Fund Development Center proactively coordinated with local Party committees, authorities, socio-political organizations, and project developers to formulate specific plans right as the projects were launched. Tasks were assigned to regional Land Fund Development Center branches, with staff assigned to oversee each locality, staying close to the grassroots to grasp situations and promptly resolve arising difficulties and obstacles.

Information dissemination and mobilization are identified as core solutions to build consensus among the public. The Center coordinates with local authorities to organize dissemination conferences and direct dialogues; publicly disclosing planning, land acquisition boundaries, compensation unit prices, and support and resettlement policies for residents to know, monitor, and implement. For cases with remaining concerns, specialized officers and local authorities meet directly to dialogue, explain legal regulations, and listen to the legitimate thoughts and aspirations of the people, thereby creating unity during implementation.

In parallel with public communication, the Center directs its branches to strengthen coordination with commune-level People’s Committees to review land cadastral records, verify land origins, and cross-check current land use status, ensuring accuracy for each plot prior to drafting compensation plans. Inventory work is conducted publicly and objectively, with the participation of land users and local authorities; dossiers are compiled, appraised, and approved in batches to meet payout conditions immediately upon completion, minimizing backlog and preventing project delay.

Alongside this, managing current land status within project boundaries is enhanced; instances of constructing structures, expanding assets, or planting unauthorized trees to exploit policies are detected and handled promptly. Data updates and progress reporting are conducted regularly, helping competent authorities provide timely guidance to unblock bottlenecks during site clearance.

Through the synchronous implementation of solutions, site clearance across many projects has achieved positive results. At Phu Ninh IP—a project spanning a total area of 409 hectares across Dan Chu and Phu Ninh communes—site clearance commenced in March 2026. Phase 1 covers 109.7 hectares, including 90 hectares in Dan Chu commune and 19.7 hectares in Phu Ninh commune. Currently, site clearance has been implemented on 16.2 hectares, of which 5.6 hectares have been handed over to the developer; the remaining area is being urgently finalized for handover.

At Doan Hung IP, the Center has completed Phase 1 map measurement work; issued acquisition notices for 90 hectares belonging to one organization and over 260 households; and completed land and asset inventories and public disclosures of plans for nearly 52 hectares. For the Tien Luong Industrial Cluster, inventory and public disclosure of compensation plans have been completed for approximately 50 hectares belonging to 118 households across over 550 land plots. Phase 2 of the Trung Ha IP expansion project is also being actively executed by the Thanh Thuy – Tam Nong Regional Land Fund Development Center Branch according to plan.

Despite positive outcomes, compensation and site clearance work still faces numerous difficulties due to broad land acquisition scopes involving many households, diverse land categories, and assets on land. Verifying land origins, finalizing legal dossiers, taking asset inventories, and relocating graves require significant time and close coordination between specialized agencies and local authorities. Additionally, some households harbor concerns regarding compensation, support, and resettlement policies, or compare policies between projects, affecting implementation progress.

Mr. Nguyen Quoc Tuan, Director of the Phu Tho Regional Land Fund Development Center, stated: In the coming period, the Center will continue to coordinate closely with departments, sectors, and localities to promote dissemination and dialogue, ensuring transparency in compensation, support, and resettlement policies; focus on reviewing dossiers, accelerating inventories, and drafting and approving compensation plans in accordance with legal regulations. At the same time, land management will be strengthened to promptly detect and handle violations, with regular inspections to resolve difficulties right at the grassroots level to guarantee site clearance progress for projects.

With decisive direction from the province, coordinated involvement from all levels and sectors, and public consensus, site clearance work for IP and IC projects across the province is seeing positive transformations. The timely establishment of a clean land fund not only creates favorable conditions for investors to execute projects but also contributes to raising investment attraction efficiency and promoting industrial development.
