Strengthening Cooperation in Supporting Industry Development and High-Tech Human Resource Training Between Phu Tho Province and Samsung Group

On the morning of September 28, Comrade Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee — received and worked with a delegation from Samsung Vietnam Group led by Mr. Kim Yong Sup — Deputy General Director of Samsung Vietnam — on cooperation in supporting industry development and high-tech human resource training.

Speaking at the meeting, Chairman of the Provincial People’s Committee Tran Duy Dong expressed his delight in welcoming the delegation from Samsung Vietnam Group. He emphasized the special significance of the meeting, which took place shortly after the working visit of the Phu Tho provincial delegation to Samsung Group’s headquarters in South Korea during the official visit of National Assembly Chairman Tran Thanh Man in early September 2026.

Providing an overview of the province’s scale, potential, and socio-economic development status, the Chairman noted: In the first 9 months of 2026, Phu Tho’s economy maintained positive growth momentum, with industrial production serving as the key driver. Notably, the processing and manufacturing sector grew by 22.3%.

Several key industrial products achieved high growth rates, including laptops (up 34.3%) and electronic component manufacturing (up 34.1%)...

To date, the province has attracted 750 FDI projects with a total registered investment of 15.5 billion USD, with South Korean investors accounting for over 60%. In its strategic orientation, Phu Tho prioritizes attracting high-tech projects, particularly in the semiconductor industry.

The Chairman emphasized that with advantages such as an abundant labor force, an existing electronics manufacturing base, and a diverse network of training institutions, Phu Tho meets all favorable conditions to expand comprehensive cooperation with Samsung.

The province desires both sides to focus on cooperative investments to develop the manufacturing ecosystem, supporting industries, supply chains, and especially high-quality human resources and practical technical personnel.

On behalf of the delegation, Mr. Kim Yong Sup — Deputy General Director of Samsung Vietnam — expressed deep impression at Phu Tho’s socio-economic achievements, while highly appreciating the innovative mindset, decisive leadership, and breakthrough investment attraction decisions of the provincial leaders.

Introducing the Group’s key programs, Mr. Kim Yong Sup shared: The Samsung Innovation Campus (SIC) program is a technology talent training project for university and college students in core fields such as artificial intelligence (AI), the internet of things (IoT), and Big Data.

Notably, in 2026, the program introduced semiconductor technology into its curriculum for the first time across 3 levels (introductory, basic, and advanced), while advancing a strategy to expand dedicated “SIC Labs” (specialized laboratories built in partnership with Samsung under its corporate social responsibility framework) across localities nationwide.

In addition, the “Samsung Solve for Tomorrow” competition, organized in coordination with the National Innovation Center (NIC), continues to encourage secondary and high school students to apply STEM knowledge to solve practical local problems.

Highly valuing Samsung Vietnam’s proposals and cooperative directions, Chairman Tran Duy Dong welcomed the idea of surveying and establishing a high-tech training center at an educational institution within the province, creating conditions for Phu Tho students to access free education in pioneering technology fields (AI, IoT, Big Data, semiconductors).

The Chairman assigned relevant departments and sectors to coordinate closely with Hung Vuong University, Vinh Phuc College of Engineering and Technology, and Samsung Vietnam Group to urgently draft plans and establish the training center in a practical and effective manner.

The Chairman also requested Samsung Vietnam to continue supporting promotion efforts and connecting potential investors to Phu Tho, while actively joining the locality in social welfare activities.
