On October 1, the Executive Committee of the Provincial Party Committee (1st Tenure, 2025–2030 term) organized its 9th Conference to evaluate the implementation of political tasks in the first 9 months of 2026, set directions and tasks for the final 3 months, and decide on several important matters under its authority.

Delivering opening remarks, Provincial Party Secretary Pham Dai Duong emphasized: The submissions presented at this conference involve important issues regarding leadership and direction in executing the Party Committee’s political tasks.

Members of the Executive Committee of the Provincial Party Committee must uphold a high sense of responsibility, engaging in profound, valuable discussions and contributions to enable the Provincial Party Committee to continue providing comprehensive leadership and effectively executing tasks during the final 3 months of 2026.

At the conference, Permanent Deputy Secretary of the Provincial Party Committee Bui Van Quang presented the Provincial Party Committee’s regulations on the management and use of the Provincial Party Committee’s Financial Reserve Fund, as well as the decentralization of decision-making authority in managing and using assets at provincial-level Party agencies and units.

During the third quarter and first 9 months of 2026, the Executive Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Permanent Board of the Provincial Party Committee continued to uphold their role as the core leadership—focusing on decisively directing the implementation of guidelines, resolutions, and conclusions from both Central and provincial levels; conducting regular inspections and urging progress while giving timely directive opinions to resolve difficulties and obstacles, ensuring political tasks were implemented synchronously, unitarily, and effectively across the entire political system.

Regarding socio-economic development, the province maintained positive growth momentum, with industry serving as the key driver; investment attraction, budget revenue, import-export, and business development achieved good results.

Administrative reform, digital transformation, science and technology development, innovation, infrastructure investment, urban development, new rural construction, resource management, and environmental protection were intensively implemented, yielding many positive outcomes.

Socio-cultural sectors, education, healthcare, and social welfare received attentive leadership and recorded encouraging progress; national defense and security were maintained; social order and safety were guaranteed; while foreign affairs and international integration continued to expand.

In its leadership and management approach, the province adopted many innovative, creative methods tailored to new development requirements. Outstanding among these was the issuance of the Double-Digit Economic Growth Scheme for the 2026–2030 period with a vision toward 2045, along with establishing a provincial Steering Committee for governance and oversight.

The province piloted a “Green Channel” mechanism in handling administrative procedures for investment, production, and business projects; and effectively maintained the “Entrepreneur Coffee” model for dialogue to resolve difficulties for businesses.

Additionally, the province implemented a digital performance index (KPI) system to evaluate and classify the quality of administrative agencies and civil servants; while promoting the “Digital Mass Literacy” movement and expanding models like “Digital Villages,” “Digital Families,” and “Digital Markets - Digital Countryside” at the grassroots level.

These approaches initially generated positive changes in administrative reform, enhanced local governance efficiency, accelerated digital transformation, and improved the investment and business environment.

In the working program, delegates also heard and provided feedback on the policy to implement the Lap Dinh Lake Mixed-Use Eco-Tourism Urban Area Investment and Construction Project in Xuan Hoa ward, Phu Tho province.

The project covers a land use scale of approximately 525.84 hectares with a population of around 12,000 people. Total expected investment capital is approximately 25,600 billion VND, aiming to form a mixed-use urban area linked to eco-tourism development that leverages the landscape potential of the Lap Dinh Lake area.

During the conference, delegates focused on discussing key tasks for the final 3 months of 2026, including solutions for financial and budgetary execution, as well as accelerating periodic health check-ups for residents.

Concurrently, efforts will focus on enhancing Party inspection, supervision, and discipline enforcement; promoting the role of political organizations at the grassroots level; advancing mass mobilization in site clearance for key projects; and expanding source pools for Party member development—thereby contributing to the effective fulfillment of political and socio-economic goals in the closing months of the year.

Delivering concluding remarks, Provincial Party Secretary Pham Dai Duong recognized and highly appreciated the delegates' sense of responsibility, wisdom, and focused discussions in making pertinent contributions to the reports and submissions to refine documentation for implementation.

To successfully achieve the key targets for the final 3 months of the year, the Provincial Party Secretary requested the entire political system to concentrate efforts on completing all set goals and tasks.

Specifically, focus must be placed on building leadership capacity and tightening discipline and order; innovating cadre self-evaluation and grading methods toward quantitative approaches aligned with concrete tasks assigned to each member of the Executive Committee and Standing Committee, as well as agency heads in monitoring execution.

Concurrently, proactively review targets and tasks under respective sectors and areas of responsibility; clearly define tasks to be completed each month; and directly oversee major, complex, or long-standing bottleneck issues.

The Provincial Party Secretary requested focused solutions to drive economic growth targets, accelerate public investment disbursement, boost budget collection, and resolve bottlenecks for outstanding projects.

Carefully review, manage, and effectively utilize surplus properties and land following mergers to serve Central inspection work. Enhance operational efficiency of the 2-tier government model, step up administrative reform, and ensure accurate, timely data updates onto the management and executive system.

He also urged the entire political system to maintain dedicated care for culture, society, education, health, and welfare; carefully researching plans to organize activities responding to Vietnam Culture Day on November 24 to ensure a fitting scale.

In particular, the Provincial Party Secretary demanded transparency, strictness, and full legal compliance in bidding, public investment, and resource management—resolutely preventing new violations from arising.
