Accelerating Project Implementation to Drive Socio-Economic Development

On the afternoon of August 6, Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, chaired a meeting to review reports from the Department of Finance, the Regional Project Management Boards of Phu Tho, Vinh Phuc and Hoa Binh, as well as relevant agencies and local authorities on the disbursement of public investment capital and the approval progress of new public investment projects scheduled to commence in 2026 and 2027.

The meeting was attended by members of the Provincial Party Committee’s Standing Board, Vice Chairpersons of the Provincial People’s Committee, and leaders of provincial departments, agencies and localities.

During the meeting, Chairman Tran Duy Dong and the Vice Chairpersons of the Provincial People’s Committee received reports on the disbursement of public investment capital and the recovery of advance payments for public investment projects as of July 31, 2026, including projects financed by both the central and provincial budgets.

The reports also covered the implementation, appraisal and approval progress of new public investment projects scheduled to commence in 2026 as of August 5, 2026, the preparation of projects planned for groundbreaking in 2027, and related difficulties, challenges and recommendations.

Concluding the meeting, Chairman Tran Duy Dong instructed provincial departments, agencies, the Regional Project Management Boards of Phu Tho, Vinh Phuc and Hoa Binh, as well as commune- and ward-level authorities, to shift decisively from “talking to doing” and from administrative management to proactive governance. He stressed that improvements must be demonstrated through tangible results rather than written reports.

Project investors were instructed to closely monitor each project, strengthen accountability and apply the province’s “green channel” mechanism to reduce administrative processing times by at least 50 percent.

The Chairman emphasized that the disbursement of public investment capital must be regarded as a key political task that directly affects the evaluation of each agency’s performance.

Accordingly, every department and unit is required to prepare detailed implementation plans with clear timelines. The province aims to achieve an overall public investment disbursement rate of 75 percent, while the Regional Project Management Boards of Hoa Binh and Vinh Phuc, which manage large investment portfolios, are expected to reach a disbursement rate of 65 percent.

He also instructed relevant agencies to review and classify projects according to their urgency and each investor’s implementation capacity, while strengthening inspections and taking firm action against underperforming contractors.

Chairman Tran Duy Dong assigned the Vice Chairpersons of the Provincial People’s Committee, within their respective areas of responsibility, to intensify inspections and supervision of delayed projects, particularly major transport infrastructure projects.

The Provincial People’s Committee Office was tasked with issuing the official meeting conclusions, including a detailed implementation schedule specifying deadlines and responsibilities to facilitate close monitoring and ensure that projects are completed on schedule, thereby contributing to socio-economic development.

During the working session, Chairman Tran Duy Dong also provided guidance on proposals submitted by the Phu Tho Regional Project Management Board and consulting units regarding the renovation and construction of Phu Tho Stadium and the Provincial Sports Complex.

He also gave directions on accelerating the assessment and collection of land-use fees and land rental payments, as well as the implementation of the province’s 2026 land-use rights auction plan.
