On the morning of April 3, Mr. Nguyen Khac Hieu – Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee – chaired a working session with Hung Vuong University. Attending the meeting were representatives of several provincial departments, agencies, and localities.

At the meeting, Hung Vuong University reported on the implementation of previous conclusions by the Provincial People’s Committee regarding financial settlement, site clearance, and project adjustments.
Regarding the settlement of Block A - Faculty of Agriculture and Forestry, the university is coordinating with the Provincial Inspectorate and construction contractors to complete the audit files as required. For site clearance, the university has worked with the Land Fund Development Center to review compensation and resettlement for households that have received payment but have not yet handed over “clean” land.
Regarding the adjustment of the university’s construction investment project, the school has completed the overall adjustment dossier and submitted it to the Department of Construction for appraisal. The university also proposed expanding its land area to meet training scales following the upcoming merger and future development orientations.

Overview of the working session.
Regarding site clearance, the university has worked with the Phu Tho Regional Land Fund Development Center and relevant wards; they agreed to implement inspection, review, compensation, and resettlement support for households that have received compensation but have not yet handed over “clean” land to the school. The university has also prepared dossiers to adjust the overall project, reporting to the Department of Construction for submission to the Provincial People’s Committee for approval.
Regarding the adjustment of the Hung Vuong University construction investment project, the school has prepared an overall project adjustment dossier following the guidance of the Department of Construction. To date, the university has completed the dossier and submitted it to the Department of Construction for appraisal. The school has conducted a comprehensive study of impact factors after the merger and the university’s development orientation, reporting to the Provincial People’s Committee to request an expansion of the land area to meet training scales in the coming period.
At the conference, the university leadership reported on the draft Scheme to merge Hoa Binh Pedagogical College and transfer the pedagogical sector of Vinh Phuc College into Hung Vuong University.
According to the plan, after the merger, Hung Vuong University will continue to perform all functions, duties, and powers as prescribed by the law on higher education; simultaneously, it will add the task of training in pedagogy and several non-pedagogical majors at college and intermediate levels. Training facilities will be arranged according to a multi-campus model, maintaining the current main headquarters and utilizing additional facilities from the merged units.
The arrangement of personnel will be carried out based on the principles of inheritance and stability, ensuring the rights of officials and employees; all lecturers and workers from the colleges will be received and arranged into appropriate job positions.
During the discussion at the conference, delegates focused on clarifying difficulties and obstacles while proposing various solutions to accelerate the progress of construction settlement, site clearance, completion of project adjustment dossiers, and the early implementation of the plan to arrange and reorganize training facilities after the merger.
Concluding the meeting, Vice Chairman Nguyen Khac Hieu requested Hung Vuong University to coordinate drastically with departments and the Land Fund Development Center to complete site clearance. He emphasized considering enforcement measures for households that refuse to hand over land after receiving compensation.
Regarding the expansion proposal, the Vice Chairman noted that while necessary, the university must calculate details specifically and propose feasible plans with relevant departments.
Regarding the Merger Scheme, Vice Chairman Nguyen Khac Hieu assigned Hung Vuong University to lead and work with Hoa Binh Pedagogical College and Vinh Phuc College to unify policies and viewpoints. The scheme must clearly define the training model and organizational structure suitable for reality, focusing on market-driven training majors. He also urged the colleges involved in the merger to definitively resolve issues related to finance, accounting, and personnel before the official merger, while ensuring stable morale among staff and lecturers.
