Accelerating the Progress of Key Projects in the Industry, Trade, and Construction Sectors

On the morning of October 1, the Government Office organized an online conference for the first session of the Steering Committee for Key Projects in Industry, Trade, and Construction. Comrade Pham Gia Tuc — Member of the Politburo and Permanent Deputy Prime Minister — chaired the meeting.

Attending the conference at the Phu Tho provincial bridge point was Comrade Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, alongside leaders of relevant departments and sectors.

According to reports at the conference, the list of projects under the State Steering Committee for Important National Works and Key Transport Projects (now the Steering Committee for Key Projects in Industry, Trade, and Construction) includes 55 projects with 124 component projects. Among these, 49 projects belong to the road sector, 5 to the aviation sector, and 1 to the seaport sector.

To date, 30 projects have been put into operational use; 33 projects/component projects are in the investment preparation phase, and 61 projects/component projects are undergoing active construction.

The total public investment disbursement value across these projects reached over 40%, lower than the national average disbursement rate (approximately 52.9%). Specifically, 19 projects/component projects achieved disbursement rates higher than the national average, while 20 projects/component projects fell below 40%.

Regarding the railway sector, key works and projects currently being focused on for execution and investment preparation include: The North-South High-Speed Railway Project; railway lines connecting with China such as Lao Cai – Hanoi – Hai Phong, Hanoi – Lang Son, and Mong Cai – Ha Long – Hai Phong; and urban railway projects in Hanoi and Ho Chi Minh City.

During the session, delegates focused on evaluating the implementation status of key works and projects; the progress of public investment disbursement, investment preparation, and construction; while analyzing difficulties and bottlenecks related to construction material supplies, investment procedures, and inter-agency/inter-provincial coordination.

Delivering concluding remarks at the session, Permanent Deputy Prime Minister Pham Gia Tuc emphasized that key projects in industry, trade, and construction hold particularly important significance—contributing to driving growth, developing manufacturing, ensuring energy security, enhancing national competitiveness, and generating new development engines for the coming period.

Ministries, sectors, and localities must proactively guarantee construction material supplies, strengthen coordination, allocation, exploitation, and rational utilization of materials across regions, prioritizing key works to prevent material shortages from impacting construction schedules.

The Permanent Deputy Prime Minister assigned the Ministry of Construction, the Ministry of Industry and Trade, and the Ministry of Finance to continue reviewing key projects, particularly those falling behind schedule or slow on disbursement; specifically identifying bottlenecks, committed timelines, and corrective measures to include under active monitoring, inspection, and supervision.

Execution results, disbursement progress, and bottleneck resolution for each project must be tied directly to the responsibility of the respective agency, unit, and its leader, serving as a basis to evaluate task performance.

The Permanent Deputy Prime Minister requested ministries, sectors, and localities to uphold a high sense of responsibility, proactively coordinate, decisively resolve obstacles, and accelerate project execution and capital disbursement—aiming to bring key works into operation early to maximize investment efficiency and make practical contributions to socio-economic development.
