Allocating 745 Billion VND to Invest in Facilities for Universities and Colleges for the 2026–2030 Period

On September 30, Comrade Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a conference to hear reports from the Department of Finance and relevant departments/sectors regarding the proposed capital plan allocation option and assigning units to prepare investment policy proposal reports for projects in higher education and vocational education for the 2026–2030 period.

During the 2026–2030 period, the investment demand of universities and colleges across the province reaches over 2,257 billion VND. Specifically, Vinh Phuc College of Engineering and Technology proposed 1,272.6 billion VND; Hoa Binh Technology College proposed 159.5 billion VND; Phu Tho Vocational College proposed 200 billion VND; Phu Tho Medical College proposed over 355 billion VND; and Hung Vuong University proposed 270 billion VND.

According to the Department of Finance’s proposal, Vinh Phuc College of Engineering and Technology is allocated an estimated 265 billion VND. Capital will focus on site clearance, infrastructure, and essential construction items, aligning with the orientation of developing a high-quality college. Remaining demand will continue to be mobilized from Central budget sources, national target programs, and other legal capital sources.

Hoa Binh Technology College is expected to receive an allocation of 100 billion VND, prioritizing urgent items directly serving training activities, such as dormitories, practice workshops, fire prevention and fighting systems, and technical infrastructure. Following the merger of 3 colleges, the unit plans to concentrate investments across 2 main campuses and build a high-quality institution during the 2026–2030 period.

For Phu Tho Vocational College, the proposed capital allocation is 110 billion VND. Following organizational rearrangement and merger, faculty and students are consolidated at the main campus, increasing demand for classrooms, dormitories, practice workshops, and facilities supporting training. Therefore, resources will prioritize urgent items directly serving teaching, practical training, and student accommodations.

Hung Vuong University is expected to be allocated 270 billion VND, including 220 billion VND for compensation and site clearance; 20 billion VND for constructing perimeter fencing, upgrading, and widening access roads; and 30 billion VND for constructing a multi-purpose sports complex. Among these, site clearance is identified as the key task to complete the university’s master project.

Regarding Phu Tho Medical College, capital allocation for facility construction investment will not be considered under this plan for the time being. Investment will be reviewed after the college receives official approval from competent authorities to upgrade into Phu Tho Medical and Pharmaceutical University of Technology, based on a re-evaluation of necessity, scale, and total investment aligned with development orientations. For the project purchasing equipment serving high-quality training and digital transformation, the college has been assigned to prepare an investment policy proposal report.

The Department of Finance recommended considering the proposed allocation plan of 745 billion VND, while assigning regional project management boards to prepare investment policy proposal documentation for investment preparation work. Once project procedures are finalized, the Department of Finance will synthesize, appraise, and advise competent authorities to make detailed capital plan allocations corresponding to approved total investments and resource capabilities.

Concluding the conference, Vice Chairman of the Provincial People’s Committee Nguyen Khac Hieu proposed establishing a working group to conduct on-site surveys at the schools to evaluate actual conditions and investment needs as a basis for reviewing and allocating appropriate, effective, and practical capital—creating favorable conditions for educational institutions to improve training quality.

He requested the institutions to continue thoroughly reviewing investment needs, clearly identifying priority orders, and focusing on truly urgent projects, while balancing demands in a spirit of understanding the province’s resource constraints and capabilities.

On that basis, specialized agencies will synthesize and advise provincial leadership to consider and select suitable investment options, ensuring capital is utilized with proper focus and maximum efficiency.
