On the afternoon of March 19, Mr. Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee — chaired a conference to review reports from various departments on the draft socio-economic development results for the first quarter of 2026 and tasks for the second quarter of 2026. The meeting also focused on the draft Project for Double-Digit Economic Growth for the 2026–2030 period (with a vision to 2045) and addressed obstacles in compensation and site clearance for investment projects.

During the first quarter of 2026, the province maintained positive growth momentum, with industrial production, trade, services, and tourism all showing significant progress. Total social investment capital was estimated at nearly 29.7 trillion VND. Budget revenue reached approximately 17.1 trillion VND, accounting for 29.4% of the annual estimate. Investment attraction saw a major boost, with Foreign Direct Investment (FDI) reaching about 704 million USD, a sevenfold increase compared to the same period last year.
Social and cultural sectors received ample attention, ensuring social security and maintaining national defense. The province successfully organized activities to implement the Resolution of the 14th National Party Congress, celebrated the Lunar New Year of the Horse in a joyful and safe atmosphere, and successfully conducted elections for the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.
Vision for Double-Digit Growth (2026–2030) Delegates discussed the draft Project for Double-Digit Economic Growth, which aims for an average annual GRDP growth rate of 11–12% for the 2026–2030 period. This model identifies science and technology, innovation, digital transformation, and the private sector as primary drivers. The province strives to become a growth pole of the Capital Region by 2030 and aims to become a centrally-governed city by 2045. For the 2031–2045 phase, the province targets an average GRDP growth of over 8.0% per year, with Total Factor Productivity (TFP) contributing over 65% to the growth by 2045.
The Department of Natural Resources and Environment reported on the progress of 43 key projects, including 18 public investment projects and 25 non-budget projects. Notably, two major national projects — the Lao Cai – Hanoi – Hai Phong railway and the expansion of National Highway 2 (Vinh Yen – Viet Tri section) — require a total compensation and clearance budget of approximately 8.856 trillion VND across 233.64 hectares.

The provincial leadership emphasized that site clearance is a top priority to accelerate public investment disbursement. To support this, the province has issued six mechanisms and legal documents regarding compensation and resettlement to provide a clear legal framework for local authorities.
Directives from the Chairman In his concluding remarks, Chairman Tran Duy Dong praised the first quarter of 2026 achievements but frankly addressed challenges regarding growth sustainability, infrastructure, and human resource quality. To achieve the 2026 goals, he ordered departments to act with high responsibility and decisiveness.
Specifically, he directed the Department of Finance to finalize the Double-Digit Growth Project for submission to higher authorities. Regarding land clearance, he stressed the need for close coordination between sectors to resolve issues at the grassroots level. He requested a proactive review of resettlement needs for the 2026–2030 period and stricter land management, particularly for public and unleased land.
Finally, the Chairman called for enhanced public communication to encourage citizen compliance with state policies on compensation and resettlement, while ensuring that all grievances are addressed promptly and violations are strictly handled.
