Continuing to Resolve Obstacles and Expediting Social Housing Projects

On April 8, a delegation from the Ministry of Construction, led by Deputy Minister Nguyen Van Sinh, conducted an inspection and assessment of social housing development in Phu Thọ Province. Representing the province were Mr. Vu Viet Van — Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee — along with leaders from the Departments of Construction, Finance, and Natural Resources & Environment.

According to Decision No. 444/QD-TTg and Resolution No. 07/NQ-CP of the Government regarding social housing development targets for the 2025-2030 period, Phu Tho Province has been tasked with completing 62,853 social housing units. To implement this mission, the Provincial People’s Committee has intensified its leadership and issued various documents to resolve obstacles, creating favorable conditions for investors.

To date, the province has 22 social housing projects totaling 17,244 units. Of these, 5 projects are completed (2,107 units), and 17 are underway (2,353 units). For 2026 specifically, the province expects to complete approximately 4,244 units.

For the 2026-2030 phase, Phu Tho plans to implement around 80 social housing projects with a total of 61,276 units. However, the process faces several hurdles, including land funds that do not align with urban and rural planning, difficulties in site clearance for the mandated 20% land fund allocation, and rising investment costs due to fluctuating fuel prices, which affect investors' capital mobilization plans.

During the session, Phu Tho Province proposed that the Ministry of Construction advise the Government to submit to the National Assembly amendments to the Law on Urban and Rural Planning to suit the two-tier local government model. The province also requested a resolution to resolve planning adjustment issues following administrative unit mergers and suggested a flexible timeline for social housing targets to match local reality. Additionally, the province recommended the early issuance of a Decree on the National Housing Fund to create resources for this sector.

Speaking at the meeting, Deputy Minister Nguyen Van Sinh highly commended Phu Tho’s achievements in social housing development. He requested the province to continue reviewing housing demand following the administrative merger, proactively monitor project status, and promptly resolve difficulties to ensure the progress and quality of investments.

Furthermore, he emphasized the importance of developing social housing areas in favorable locations with synchronized technical and social infrastructure and utility services. He also noted the need to update construction material prices and provide support policies for investors amidst fuel price fluctuations; the Ministry of Construction will continue to guide localities and investors on appropriate response solutions.

Earlier, the delegation inspected the construction progress of six social housing projects in the Vinh Phuc area, including: Viet-Duc Legend City; lots XH1 and XH2 in Hung Vuong - Tien Chau Urban Area; Phuc Thang Ward social housing; the Trade Union Institution housing at Ba Thien Industrial Park; the Thien Ke Xanh project; and South Vinh Yen New Urban Area.
