On the afternoon of August 5, Comrade Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee—chaired a meeting to receive reports and direct the resolution of obstacles in compensation and site clearance work for the National Highway 2 Renovation and Expansion Project on the Vinh Yen - Viet Tri section. Also attending were Comrade Quach Tat Liem—Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, alongside leaders of various provincial departments and sectors.

The National Highway 2 Renovation and Expansion Project on the Vinh Yen - Viet Tri section spans approximately 11 km in length with a total investment exceeding VND 1,258 billion and a scale ranging from 4 to 6 lanes.

According to the Vinh Phuc Regional Project Management Board, site clearance and technical infrastructure relocation still face several bottlenecks. Among them, Vinh An Commune has handed over 0.39 km out of 1.7 km, while Vinh Hung Commune has handed over 3.4 km out of 5.2 km. The remaining land area across the two communes has not been handed over because contractors have not yet commenced construction; thus, households—despite having received compensation payments—have not dismantled assets to hand over the land.

Regarding the water supply system, approximately 6.6 km of pipelines remain to be relocated. In particular, a 1.3 km pipeline belonging to Vinh Phuc No. 1 Water Supply and Drainage Joint Stock Company in Hoi Thinh Commune lies within the road infrastructure protection scope and is ineligible for compensation. The project investor requested the enterprise to self-arrange relocation funds, but the unit has yet to outline an implementation plan.
In Vinh Hung Commune, approximately 1.9 km out of 4.7 km of rural clean water supply pipelines have been relocated. In Vinh Thanh Commune, a 0.6 km pipeline section belonging to the Viet Xuan Water Plant has had its compensation plan approved and is being relocated alongside project construction progress.
Specifically for the power system, about 0.54 km along the route remains to be relocated. Within this, 0.2 km of power lines belonging to the Hoi Thinh Power Services Cooperative is ineligible for compensation. The cooperative has agreed to self-fund the relocation.

Delivering his concluding remarks, Chairman of the Provincial People’s Committee Tran Duy Dong requested communes along the route, the Vinh Phuc Regional Land Fund Development Center, and the Vinh Phuc Regional Project Management Board to uphold high responsibility, coordinate closely, and decisively execute assigned tasks.
Simultaneously, detailed construction protection plans must be formulated to ensure that as soon as land is handed over, construction proceeds immediately—especially through residential sections. Vinh An and Vinh Thanh communes must urgently resolve land clearance obstacles and complete resettlement arrangements for local households prior to August 31. Chairman of the Provincial People’s Committee Tran Duy Dong demanded Party Secretaries and Commune People’s Committee Chairmen of localities along the route to take comprehensive responsibility before the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People’s Committee regarding compensation and site clearance progress. Agencies, units, and Commune People’s Committees must remain resolute and accountable in carrying out assigned duties so that the National Highway 2 Renovation and Expansion Project on the Vinh Yen - Viet Tri section reaches completion prior to December 31, 2026.
