Deploying Surveying, Cadastral Mapping, Land Registration, and Database Construction

On the afternoon of March 30, the Ministry of Agriculture and Environment (MOAE) collaborated with the Ministry of Public Security (MPS) to organized a national online conference. The meeting focused on deploying surveying, cadastral mapping, land registration, cadastral records, and the completion of the National Land Database.

The conference was co-chaired by Mr. Tran Duc Thang — Member of the Politburo and Minister of MOAE; Senior Lieutenant General Nguyen Van Long — Member of the Party Central Committee and Deputy Minister of MPS; and Mr. Trinh Viet Hung — Member of the Party Central Committee and Standing Deputy Minister of MOAE.

Building a Modern Real-Time Ecosystem In his opening remarks, Minister Tran Duc Thang noted that the MOAE has worked closely with the MPS and various localities to drastically implement a “90-day-and-night campaign” to enrich and clean the national land database. However, this is only the beginning. The goal is to build a modern, sustainable national land data ecosystem managing approximately 106 million land parcels nationwide, operated in real-time.

The target for 2026 is to complete a centralized, unified, synchronized, and multi-purpose national land information system.

Phu Tho’s Significant Progress In Phu Tho province, the implementation of Plan No. 515 has resulted in 100% synchronization of local databases, uploading over 3 million land parcels to the national system. The province has also successfully integrated 12 administrative procedures between the electronic one-stop system (iGATE), the cadastral database software (VNPT-iLIS), and the tax software (eTAX) to significantly reduce processing times.

The conference was organized in a national online format.

Directives for 2026 Completion Concluding the conference, Standing Deputy Minister Trinh Viet Hung urged ministries and localities to accelerate surveying and mapping alongside land registration. He emphasized identifying “data gaps” (white zones) to create detailed plans, ensuring completion within 2026. Priority will be given to areas with high urbanization rates, key economic zones, and regions with frequent land disputes.

The Deputy Minister noted a flexible approach: “Easy tasks first, difficult ones later,” while ensuring overall progress. Once established, data must be put into immediate operation and updated continuously. He also stressed the importance of resolving cases of data discrepancies, unidentified land users, or incomplete legal records, while ensuring absolute data safety and security to best serve citizens and businesses.
