The formation of new, larger communes, especially those around Hanoi, is creating a new wave of movement. Many communes are gradually shaping themselves into satellite cities, dynamic industrial and service centers, forming a solid economic belt within the capital region’s planning.
The establishment of the new Luong Son commune, resulting from the merger of Luong Son town and the communes of Hoa Son, Lam Son, Nhuan Trach, and Tan Vinh, has created a superior administrative unit with an area of over 131 km2 and a population of more than 45,000 people. This is not merely a mechanical aggregation but creates a large enough space for systematic planning, attracting large-scale investment projects and developing a modern, sustainable urban area. Luong Son is ahead in terms of planning.

Luong Son Commune is fully covered by planning, facilitating management and investment attraction.
The completion of the general planning and zoning, particularly the General Urban Planning for Luong Son until 2045, which has been approved by the Prime Minister, has created a clear and transparent development "map." On this foundation, strong investment in infrastructure has been mobilized.
In the 2021-2025 period alone, 185 infrastructure projects with a total capital of 4.8 trillion VND have been launched, transforming Luong Son into a large construction site. Major transportation routes connecting the region, such as the Luong Son - Xuan Mai road (over 1,000 billion VND), the road to Nhuan Trach Industrial Park (270 billion VND), and the route connecting the Ho Chi Minh road and Nhuan Trach Industrial Park (140 billion VND), are breaking the isolation, opening up trade and economic linkages.
Three industrial parks (IP) in the area serve as vivid proof. Luong Son IP has reached full capacity, providing employment for 13,000 workers. Nhuan Trach IP (213.68 ha) is rapidly completing its infrastructure. Notably, the mega project, Tan Vinh - Cao Son Industrial Park - Service - Urban Area (430 ha), when completed, promises to make a spectacular breakthrough.
Luong Son Commune has attracted 148 investment projects, including 23 foreign direct investment (FDI) projects with a registered capital of over 304 million USD. Alongside industry, the urban landscape is also changing daily with the formation of major urban areas like Dong Truong Son (98.34 ha), Cuu Long Ecological Urban Area (59.8 ha), and Lam Son Ecological Urban Area (66 ha). These are crucial pieces contributing to the image of a modern, green, and livable city.

Lien Son Commune engages with businesses and investors to address their concerns.
Located about 40 km from Hanoi’s center, Lien Son commune, after its merger and now covering an area of over 120 km2 with a population of nearly 32,000, is emerging as one of the most dynamic economic centers in the southern part of Phu Tho province. The strength of Lien Son lies not only in its geographic location but also in its open development mindset, with businesses at the core and as collaborative partners.
Formed from three communes bordering Hanoi, Thinh Minh possesses strategic advantages: its gateway location, the poetic Da River, and especially the project to expand the Hoa Lac - Hoa Binh expressway passing through. These factors create the ideal conditions for Thinh Minh to take off.
A series of major infrastructure projects, such as the Quang Tien - Thinh Minh inter-commune road and the Hoa Lac - Hoa Binh inter-commune road (phase 2), are being implemented, showing the determination to turn potential on paper into reality.
The province is maximizing these advantages to create a multi-center development space, including: Viet Tri as the administrative and cultural center, Vinh Yen - Phuc Yen as the industrial and high-tech center, and Hoa Binh as the ecological tourism and energy center.
