Enhancing the Quality of Investment Promotion and Business Support

On the afternoon of October 1, Comrade Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — worked with the Provincial Investment Promotion and Business Support Center regarding its task performance results during the first 9 months of 2026 and key priorities for the final 3 months. Also attending were leaders of several provincial departments and sectors.

During the first 9 months of 2026, the Center advised on establishing the Provincial Investment Promotion Campaign Board for the 2026–2030 period; chaired and advised on organizing investment promotion delegations to China, Spain, Finland, Sweden, Russia, Norway, and Denmark; and organized and advised on holding domestic and international investment promotion conferences.

The Center received and worked with numerous major investors, including Toyota Vietnam, YCH Singapore, Meiko, SK, Geely, C.P. Vietnam, FPT Education, Amata, Viettel Post, MM Mega Market, Advanced Water Technology, CT Group...; signed multiple memoranda of understanding (MOUs); and maintained the weekly “Entrepreneur Coffee” program. Concurrently, it provided investment procedure consulting and support for approximately 40 businesses and projects; and guided 105 corporate instances regarding investment, business registration, administrative procedures, and support policies.

Information, communications, and investment environment promotion efforts continued to be stepped up. The information portal investphutho.vn was maintained and updated regularly. The Center developed multilingual publications and videos while coordinating media publicity across press agencies, making significant contributions to the province’s overall investment attraction results.

In the final 3 months of the year, the Center will continue executing the 2026 investment promotion program; prepare and organize an investment promotion and practical study delegation to the Czech Republic, Austria, and France from October 23 to November 2; formulate operational plans and the 2027 investment promotion plan; research and update market and investment trends while connecting with strategic investors; and strengthen on-site investment promotion while tracking and assisting the progress of projects receiving attention.

The Center will maintain the “Entrepreneur Coffee” program; act as the focal point to receive, synthesize, and advise on resolving business difficulties and bottlenecks; and organize support activities for small and medium-sized enterprises (SMEs), alongside training in management, digital transformation, innovation, and international integration. In addition, the Center will enhance data updates, project lists calling for investment, policies, and digital maps on investphutho.vn; while boosting information, propaganda, and promotion of the province’s investment climate.

Recognizing and commending the achievements of the Provincial Investment Promotion and Business Support Center, Vice Chairman Nguyen Khac Hieu requested the Center to proactively prepare contents and programs for the investment promotion trip to the Czech Republic, Austria, and France, reporting to the Provincial People’s Committee before October 7, 2026; and review full-tenure work programs and the 5-year plan for 2026–2030 to finalize the 2027 investment promotion plan prior to October 30.

Regarding investment promotion activities, he requested the Center to construct detailed scripts and in-depth working agendas tailored to each partner and market; thoroughly prepare investment invitation project files, multilingual publications, updated digital data, and contingency plans.

The Center also needs to proactively research global investment trends and build a list of priority partners, focusing on electronic industries, software, telecommunications, manufacturing and processing, clean energy, logistics, high tech, and industrial park/cluster infrastructure. It must continue strengthening on-site investment promotion, tracking, urging, and supporting projects under consideration; periodically submitting weekly progress and bottleneck reports to the Provincial People’s Committee; effectively implementing post-conference actions, delegation outcomes, and signed MOUs; and establishing mechanisms to track and evaluate post-promotion efficiency.

In terms of business support, the Vice Chairman requested the Center to continuously improve the quality of “Entrepreneur Coffee”; serve as the focal point to receive, synthesize, and advise on timely resolution of business petitions; and monitor and urge execution of Concluding Announcement No. 655/TB-UBND dated September 30, 2026, regarding the resolution of business petitions from the Q3/2026 Dialogue Conference.

He assigned the Center to review and perfect internal procedures regarding the preparation and organization of investment promotion activities toward greater professionalism, issuing updated regulations before November 30, 2026. Concurrently, step up training and capacity building in professional skills, foreign languages, negotiation, and technology application for personnel; coordinating closely with departments, sectors, and localities in promotion and business support activities.

Regarding the Center’s petitions, the Vice Chairman assigned the Department of Home Affairs to lead and coordinate with the Department of Finance to review and advise on allocating staffing levels suitable for the Center’s actual task demands in Q4/2026; and assigned the Department of Finance to guide and handle procedures related to the 2026 SME support plan before October 15.
