On September 30, Comrade Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — along with a working delegation inspected the progress of the Capital Region Transport Infrastructure Connection Project in the Vinh Phuc area (including Ring Road 5 - Capital Region and the road along the foot of Tam Dao Mountain, connecting Ring Road 5 with National Highway 2B to Tay Thien, and National Highway 2C to Tuyen Quang).

According to a report from the Management Board of Projects for the Vinh Phuc Area, the project covers a route length of 26.7 km with a total investment of 1,800 billion VND. Among this, the section belonging to Ring Road 5 - Capital Region is 9 km long, while the section along the foot of Tam Dao Mountain is approximately 16 km long, implemented during the 2021–2027 period.

To date, localities along the route have handed over 15.92 km out of 26.7 km of cleared land to the investor and construction units, reaching nearly 60%. Specifically, Binh Xuyen commune and Tam Duong Bac commune have completed compensation and site clearance work; Tam Dao, Dai Dinh, and Binh Tuyen communes have achieved site clearance rates of 90%, 96%, and 40%, respectively.

Particularly in Xuan Hoa ward, approximately 23 hectares remain uncleared due to bottlenecks involving several new economic zone resettlement households as well as residents owning residential land and adjacent garden land.

At locations where cleared land has been handed over, the project owner directed contractors to concentrate efforts on constructing roadbeds, transverse drainage culvert systems, and bridge girders... However, overall project progress remains slower than required due to site clearance obstacles and soaring construction material prices.

Conducting an on-site inspection of the project, Vice Chairman Quach Tat Liem requested the Management Board of Projects for the Vinh Phuc Area to coordinate closely with departments, sectors, and localities to focus on resolving compensation and site clearance bottlenecks—striving to complete the handover of resettlement infrastructure before November 30, 2026.

Along with this, hold daily and weekly progress review meetings with contractors. Contractors must mobilize manpower and machinery to execute construction in “3 shifts, 4 teams” across all available cleared sites.

He requested localities to draw lessons in leadership and direction, aiming to finalize complete site clearance handovers before October 30, 2026.

Following that, Vice Chairman Quach Tat Liem and the working delegation surveyed the investment preparation work for the project constructing a road connecting Dai Lai to Soc Son, linking directly to Noi Bai International Airport.

Based on the field survey, the Vice Chairman assigned Xuan Hoa ward to coordinate with relevant units to review project implementation options based on investment capital norms and report to the Provincial People’s Committee.
