Focusing on Removing Difficulties for Outstanding, Prolonged Projects

On the afternoon of September 28, Comrade Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a conference to hear reports on the progress of reviewing and resolving difficulties and obstacles for outstanding, prolonged projects under local jurisdiction, in accordance with Plan No. 311/KH-UBND dated August 12, 2026, issued by the Provincial People’s Committee.

According to a report from the Department of Finance, the Hoang Van Hoa Binh Housing Area Project covers a scale of approximately 9.72 hectares, featuring synchronized technical and social infrastructure along with 352 housing units. To date, only about 5.08 hectares (equivalent to 52% of the area) have been handed over, leaving it ineligible for synchronous implementation of construction items. Main obstacles pertain to compensation, site clearance, and handling existing cemetery land area.

Regarding 2 projects—the Bo Town Housing Area and the Ha Bi Ecological Housing and Commercial Services Area in Kim Boi commune—both are currently delayed by approximately 12 months, having yet to complete site clearance and related procedures.

The Giang Market Construction Investment Project in Tho Tang commune spans over 1.84 hectares with a total investment of 234.38 billion VND. Project implementation has dragged on due to traders' disagreement with relocation plans to a temporary market. To date, the Tho Tang Commune People’s Committee has not finalized project contract liquidation, and several related tasks remain uncompleted.

At the conference, representatives from the Department of Construction reported difficulties at the Phuc Son Commercial Center and Housing Area Project (Phase 1 and Phase 2). Accordingly, the key issue lies in evaluating the investor’s financial capacity and addressing procedures related to progress, land, planning, and site clearance. The Department of Construction requested the investor to urgently finalize financial capacity documentation, capital allocation and mobilization plans, and fulfill relevant obligations to provide a basis for considering resolution directions.

Regarding the Tich Son Market and Commercial Center Project, the construction investment period has expired, and a portion of land remains unassigned due to site clearance bottlenecks. The project owner has paid compensation to 17 out of 18 households; functional agencies are continuing to review legal mechanisms to remove obstacles and create a basis for considering project continuation.

The 8T Low-Income Housing Area Project in Xuan Hoa Ward has reached the end of its investment term but has not been handed over the site for implementation. Primary obstacles relate to compensation, support, resettlement, and resolving the rights and interests of households. The Department of Construction requested the Xuan Hoa Ward People’s Committee to coordinate with relevant agencies to urgently review and propose resolution plans, while guiding the investor to complete project adjustment procedures.

During the conference, delegates focused on clarifying root causes, responsibilities, and handling authorities for each group of obstacles, agreeing that resolution efforts must strictly comply with legal regulations while minimizing prolonged project delays that cause waste of land and investment resources.

At the meeting, delegates also heard the Provincial Inspectorate report on the review results and proposed handling plans for projects that have ceased operations and projects facing difficulties and obstacles under local authority (pursuant to Plan No. 311/KH-UBND dated December 2026 of the Provincial People’s Committee), alongside the Phu Tho Provincial Housing Development Plan for the 2026–2030 period.

Concluding the conference, Vice Chairman of the Provincial People’s Committee Vu Viet Van required departments, sectors, and localities to continue carefully reviewing each project, specifically classifying difficulties and obstacles, and clearly defining responsibilities, tasks, and resolution deadlines for each agency and unit.

At the same time, they must enhance coordination to resolve bottlenecks in site clearance, land, planning, and investment procedures; requiring investors to proactively complete documentation, fully execute obligations, ensure implementation capacity, and step-by-step completely resolve outstanding and prolonged projects.
