Handover and Commissioning of Repair Works on Provincial Road 449

On August 4, the Department of Construction organized the handover and commissioning of the project to repair damaged roadbeds, road surfaces, and supplement longitudinal drainage systems on Provincial Road 449 (Hoa Binh area), following the completion of all investment items in accordance with regulations.

Specialized agencies conduct on-site field inspections prior to signing the handover minutes for commissioning.

The handover was conducted based on the proposal of the Phu Tho Traffic Works Construction and Maintenance Project Management Board in Document No. 1018/QLBT-TKDB4 dated July 28, 2026, regarding the handover and put into use of the project after completing investment items, meeting quality and technical requirements, and becoming fully eligible for operation.

The project features repair items for damaged roadbeds and road surfaces, along with the addition of longitudinal drainage systems along sections from Km0+000 to Km1+260, Km5+000 to Km6+150, Km7+200 to Km7+800, and Km10+500 to Km12+000.

The project was approved by the former Hoa Binh Provincial People’s Committee under Decision No. 2249/QD-UBND dated October 30, 2024, with the objective of repairing and restoring the technical condition of the route, raising operational quality, and meeting the travel, freight transport, and trading needs of local residents.

According to the approval decision, the work was implemented in the former Kim Boi District, falling under Group IV transport projects, utilizing road management and maintenance funds. The total investment exceeded VND 12.43 billion, with implementation taking place during the 2024–2025 period.

During implementation, units executed localized repairs on damaged roadbed and surface spots, reinforced pavement structures, strengthened road shoulders, upgraded longitudinal drainage systems, repaired culverts, and added traffic signage, guide posts, and warning signs to improve operational capacity and enhance safety for commuters and vehicles on the route.

Following repairs, the quality of the road surface has been significantly improved.

At the handover session, functional units inspected the current state of the works, reviewed completion files, agreed on official acceptance, and transferred the project into management and operation as regulated. The handover also marks the completion of the entire investment process, providing the groundwork for the management unit to carry out routine maintenance, sustain project quality, and ensure the route operates safely and efficiently.

Provincial Road 449 plays an important transport role, spanning a total length of approximately 17.8 km through the communes of Kim Boi and Dung Tien, connecting with An Nghia Commune and the Ho Chi Minh Highway to serve local travel and cargo transport demands.

Following repairs, road surface quality has been improved, and drainage systems have been synchronously added—contributing to minimizing arising damage, extending project lifespan, and reducing traffic safety risks during the rainy season.

The completion and commissioning of the project contribute to ensuring traffic safety, improving travel conditions along Provincial Road 449, and facilitating local socio-economic development.
