Ministry of Construction Inspects Acceptance Conditions for Project Connecting Noi Bai - Lao Cai and Tuyen Quang - Phu Tho Expressways Through the Province

On August 4, a working delegation from the Ministry of Construction conducted an on-site field inspection and evaluation of acceptance conditions to put into operation and use the Investment Project for the Construction of the Route Connecting Noi Bai - Lao Cai Expressway with Tuyen Quang - Phu Tho Expressway.

Through practical on-site inspections and working sessions with the Department of Construction, the Phu Tho Regional Project Management Board, contractor representatives, and relevant units, the Ministry of Construction delegation unanimously assessed: To date, the connecting route between Noi Bai - Lao Cai Expressway and Tuyen Quang - Phu Tho Expressway is fundamentally complete, meeting specialized technical standards and fully eligible for acceptance and commissioning into operation and use.

The Investment Project for the Construction of the Route Connecting Noi Bai - Lao Cai Expressway with Tuyen Quang - Phu Tho Expressway carries a total investment of over VND 692 billion and officially broke ground in late February 2025. Spanning a total route length of over 2.7 km designed with 4 traffic lanes, the project plays a key role in directly connecting Interchange IC9 (Noi Bai - Lao Cai Expressway) with the end point of Tuyen Quang - Phu Tho Expressway, synchronized alongside frontage roads on both sides.

During implementation, the project faced numerous bottlenecks in site clearance, shortages of embankment soil fill, and price volatility in construction materials. However, under the close direction of the Department of Construction (the investor), the efforts of contractors, and the supervisory capacity of the consulting unit, after over a year of active construction, the route has been completed on schedule with guaranteed quality.

The connecting route between Noi Bai - Lao Cai Expressway and Tuyen Quang - Phu Tho Expressway is fundamentally complete and ready for opening to traffic.

To ensure the project operates safely and smoothly, the Ministry of Construction delegation requested that the investor, construction contractors, and relevant units urgently review and finalize the remaining on-site details. Key priorities include completing traffic sign systems, road markings, guardrails, and drainage systems; conducting site clean-ups and clearing all obstacles; performing traffic safety audits; and approving traffic organization and route maintenance plans.

Simultaneously, units must swiftly finalize as-built dossiers and legal procedures as regulated, establishing the basis for the Ministry of Construction to set up an inspection council to officially conduct acceptance, handover, and put the project into operation to serve socio-economic development locally and across the wider region.
