On the morning of July 9, at the Provincial Convention Center, the 19th term Phu Tho Provincial People’s Council, term 2021-2026, solemnly opened the Eighth Session.
Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council Bui Minh Chau delivered the opening speech of the session.
The session was chaired by Mr. Bui Minh Chau, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, Head of the Provincial National Assembly Delegation; Mr. Duong Hoang Huong, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairwoman of the Provincial People’s Council; Ms. Nguyen Thi Hong Lam, Member of the Provincial Party Committee Standing Committee, Vice Chairwoman of the Provincial People’s Council.
Chairing the Session
Attending the Session were Mr. Bui Van Quang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Phung Khanh Tai - Standing Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Committee Standing Committee, Standing Committee of the Provincial People’s Council, members of the Phu Tho Provincial National Assembly Delegation, 15th term; leaders of the Provincial People’s Committee and the Provincial Fatherland Front Committee; heads of provincial agencies and units; Secretary, Standing Committee of the People’s Council, Chairman of the People’s Committee of districts, cities, towns, and delegates of the Provincial People’s Council.
Opening the Eighth Session: 19th Provincial People’s Council
Speaking at the opening of the Session, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council Bui Minh Chau affirmed: In the first 6 months of 2024, implementing the socio-economic development tasks in the context of many difficulties and challenges, with the attention and direction of the Central Government, the leadership and direction of all levels and sectors from the province to the grassroots, the solidarity, unity, democracy, creativity, promoting collective intelligence and the efforts of the business community and the people of all ethnic groups in the province, the socio-economic situation of Phu Tho province continued to develop and achieved important results.
He emphasized: At this session, the Provincial People’s Council will consider and give opinions on many important contents. It is expected to pass 13 resolutions and spend adequate time for discussion, questioning, and explanation activities. The Chairman of the Session requested the Provincial People’s Council delegates to promote democracy, uphold responsibility, focus on thorough research, discuss enthusiastically, and contribute many passionate, profound, and quality opinions to the contents of the Session to meet the requirements and tasks of socio-economic development, ensure national defense and security, as well as the expectations of voters and people in the province.
The Provincial People’s Committee and heads of departments, branches, and sectors of the province need to receive and clearly explain the contents of voters' recommendations and the questions of the Provincial People’s Council delegates, thereby making commitments, solutions, and a specific time for implementation. At the same time, there is a plan to promptly resolve the legitimate recommendations of voters and delegates of the Provincial People’s Council, contributing to the success of the session and creating new changes in the management of socio-economic development in 2024 and the following years.
Vice Chairman of the Provincial People’s Committee, Phan Trong Tan, presented the report at the session.
After the opening speech of the session by the chairman, on behalf of the leaders of the Provincial People’s Committee, Vice Chairman of the Provincial People’s Committee Phan Trong Tan presented a summary report assessing the socio-economic situation in the first six months of the year and the main tasks and solutions for the last six months of 2024.
Overview of the Session
The report affirmed: In the context of many difficulties and challenges, the socio-economic situation in the first six months of 2024 in the province has had positive changes, basically achieving the set goals. Indicators of economic growth, industry, and export increased; agricultural production and the growth of basic service sectors were basically stable. The investment and business environment continued to improve; PCI and PAR INDEX indicators have made significant progress.
Cultural and social activities have had positive changes, and social security policies have been implemented promptly and fully. Administrative reform and digital transformation have been promoted, creating favorable conditions for administrative procedures for people and businesses. Political security is stable, and social order is maintained.
From the existing problems, limitations, and causes, the report mentioned the key tasks and solutions for the last 6 months of 2024 as follows: Focus on leadership and direction to prepare for reviewing and evaluating the implementation of the 5-year socio-economic development tasks 2021-2025 and building the 5-year plan 2026-2030; Synchronously implement the government’s directives and resolutions, the province’s programs, and plans on key tasks and solutions to promote socio-economic development in the last six months of 2024.
Continue to promote the improvement of the investment and business environment and mobilize resources for investment and development. Focus on implementing solutions to remove difficulties and obstacles and promote production and business recovery and development. Direct the acceleration of implementation progress and disbursement of public investment capital; promptly handle difficulties and obstacles; hand over sites; and construct key works and projects. Strengthen tax management; focus on areas with the potential to increase revenue in the last 6 months of the year; strive to complete the state budget revenue estimate for 2024.
Strengthening the management of natural resources and the environment through science and technology; proactively responding to climate change; and preventing and combating natural disasters. Developing cultural and social fields; ensuring social security; and stabilizing jobs and people’s lives. Promoting administrative reform, building the government, and strengthening administrative discipline and order. Ensuring national defense, security, political stability, order, and social safety.
Chairman of the Vietnam Fatherland Front Committee, Nguyen Hai, presented a summary report summarizing the opinions and recommendations of voters and people at the session.
On the morning agenda, the Provincial People’s Council delegates listened to the submissions and verification reports related to the content of the session.
