Opening of the Scientific Conference “Orientations for the Development of Supporting Industry in Vietnam”

On the morning of September 30, at the Phu Tho Provincial Convention Center, the Central Policy and Strategy Commission in coordination with the Ministry of Industry and Trade and the Phu Tho Provincial Party Committee organized a national scientific conference titled “Orientations for the Development of Supporting Industry in Vietnam.”

The conference was attended and co-chaired by Comrades: Nguyen Thanh Nghi — Member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Policy and Strategy Commission; Pham Gia Tuc — Member of the Politburo and Permanent Deputy Prime Minister; Le Manh Hung — Member of the Party Central Committee and Minister of Industry and Trade; Pham Dai Duong — Member of the Party Central Committee, Provincial Party Secretary, and Head of the Provincial Delegation of National Assembly Deputies of Phu Tho; and Nguyen Ngoc Tuan — Deputy Head of the Central Policy and Strategy Commission.

Attending the conference were nearly 400 delegates representing Central commissions, ministries, and sectors; leaders of several provinces and cities; research institutes and educational institutions; experts and scientists; businesses and business associations; alongside international organizations and development partners.

From Phu Tho province, attending the conference were Comrade Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee; Comrades of the Standing Committee of the Provincial Party Committee; along with leaders of provincial departments, boards, sectors, localities, and enterprises in the area.

Delivering welcoming and opening remarks, Phu Tho Provincial Party Secretary Pham Dai Duong highlighted the province’s strong transformation in industrialization, modernization, and proactive participation in domestic and regional supply chains. Phu Tho is striving to become a reliable link on the supporting industry map of the Northern region.

With its position as the midland-mountainous gateway connecting the Red River Delta with the Northwest; an increasingly synchronized system of expressways, national highways, railways, and waterways; and abundant industrial park and cluster land funds, the province possesses an initial foundation to participate strongly in supporting industry development—particularly mechanical manufacturing, electronic components, automotive and electric vehicle supporting industries, and high-tech sectors.

Suggesting three strategic and urgent issues facing current supporting industry development orientations—comprising: context and requirements in the new phase; the enabling role of the State in fostering linkages and forming a national supporting industry business ecosystem; and organizing spatial development to leverage local advantages—the Phu Tho Provincial Party Secretary emphasized: Developing supporting industries is an imperative throughout the country’s industrialization and modernization process. Entering a new phase of development, supporting industry acts as a pivotal link determining strategic autonomy and national competitiveness.

The scientific conference “Orientations for the Development of Supporting Industry in Vietnam” carries significant and practical relevance. This serves as an opportunity for central agencies, localities, experts, scientists, and especially the business community to exchange and share practical experiences, evaluate achieved results and emerging issues more comprehensively regarding Vietnam’s supporting industry development, thereby contributing practical arguments to serve research and policy formulation in the coming time.

Delivering the introductory speech, Comrade Nguyen Thanh Nghi — Member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Policy and Strategy Commission — highlighted 7 key thematic groups: the need to accurately evaluate the current position and reality of supporting industries; the need to clarify structural bottlenecks hindering the growth of supporting industry enterprises; the need to define market development approaches for supporting industries under new conditions; the need to clarify the relationship between the FDI sector and endogenously-driven industrial capacity development; the need to discuss expanding supporting industry development space into emerging industries; the need to innovate support policy systems toward focused, conditional, and result-driven mechanisms; and the need to treat science-technology, human resources, and shared technical infrastructure as three foundational conditions.

Head of the Central Policy and Strategy Commission Nguyen Thanh Nghi requested the conference to focus discussions on clarifying three key questions: Which industrial capabilities must Vietnam master during the 2026–2030 period with a vision toward 2045; which bottlenecks are preventing Vietnamese enterprises from upgrading their position in value chains that require resolution at institutional, market, capital, technology, human resource, and infrastructure levels; and how the coordination mechanism among the State, lead enterprises, supporting industry enterprises, research institutes, and training institutions should be designed to translate market demands into actual production capacity.

The conference aimed to objectively and comprehensively evaluate the reality of Vietnam’s supporting industry development over the past period; clarify theoretical and practical issues; correctly identify bottlenecks; and propose breakthrough, feasible guidelines, mechanisms, and policies—contributing to making supporting industry truly one of the crucial foundations of a modern, autonomous, and highly competitive national industrial base.
