On July 9, Vu Viet Van, Member of the Provincial Party Standing Committee and Vice Chairman of the Phu Tho Provincial People’s Committee, chaired a meeting to review the implementation of the 20% land allocation designated for social housing development within urban area and residential development projects across the province. The meeting heard a report presented by the Department of Construction.

According to the Department of Construction, the province currently has 10 urban and residential development projects that have allocated the mandatory 20% land reserve for social housing development. These projects include the Southeast New Urban Area, Trung Vuong New Urban Area, Minh Phuong–Thuy Van New Urban Area, South Minh Phuong New Urban Area, Anh Dung Urban Residential Area, Southwest Viet Tri New Urban Area, Dong Ca Ong Urban Residential Area, Northern Trung Vuong Urban Residential Area, Kim Duc and Phuong Lau Urban Residential Area, and the Viet–Czech New Urban Area.The review found that many projects are progressing in accordance with their approved implementation schedules. Several have completed or substantially completed technical infrastructure for commercial housing areas and are continuing with the remaining construction works. In a number of projects, land designated for social housing has already been allocated to investors, who are gradually developing the necessary infrastructure in preparation for construction.

Notably, within the Southeast New Urban Area, the social housing site OXH3 has been officially allocated to the project investor, while surrounding infrastructure has reached approximately 60% completion. Infrastructure construction at the Anh Dung Urban Residential Area began in March 2026. Demolition of existing structures has been completed, and land leveling, road construction, drainage systems, and the first project components are currently underway.

The Southwest Viet Tri New Urban Area has substantially completed Phase I technical infrastructure on the allocated land. Meanwhile, both the Trung Vuong New Urban Area and the Viet–Czech New Urban Area continue to progress according to schedule, with numerous infrastructure works and commercial housing components already completed or under construction.

Despite these achievements, the implementation of social housing land at many projects continues to face significant challenges. The main obstacles include delays in compensation and site clearance, the presence of cemeteries within planned construction areas, and incomplete land acquisition procedures, all of which prevent the delivery of cleared land for development.

Several projects have consequently requested schedule adjustments or extensions due to the inability to obtain construction sites, including the Minh Phuong–Thuy Van New Urban Area, South Minh Phuong New Urban Area, Dong Ca Ong Urban Residential Area, and the Kim Duc and Phuong Lau Urban Residential Area.

In his concluding remarks, Vice Chairman Vu Viet Van instructed the Department of Construction to conduct a comprehensive review of all projects containing the mandatory 20% social housing land allocation, classifying them according to implementation status and identifying specific difficulties in order to propose appropriate solutions.

He also directed provincial departments, agencies, and local authorities to strengthen coordination in resolving bottlenecks related to site clearance, land procedures, planning, and investment approvals, while urging project developers to fulfill their commitments and maintain implementation schedules.

He required all project investors to submit written commitments regarding their social housing construction plans to the Department of Construction by July 15, enabling the department to consolidate and report the information to the Provincial People’s Committee.

For projects experiencing prolonged delays, he instructed relevant authorities to clearly identify the underlying causes and determine the responsibilities of each organization involved, with violations to be handled strictly in accordance with the law.

Vice Chairman Vu Viet Van emphasized that social housing development is an important political task, playing a vital role in ensuring social welfare and meeting the housing needs of low-income residents and industrial workers. He called on all relevant agencies and local authorities to take decisive action to resolve outstanding issues—particularly those involving cemetery relocation—so that the reserved land can be brought into effective use as soon as possible and the province’s social housing development targets can be achieved.
