Promoting Cooperation Between Units and Enterprises of Phu Tho and Sakhalin (Russia) Provinces

On the morning of September 29, at Viet-Xo Vocational College No. 1, Comrade Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — held a working session with a delegation from the All-Russian Non-Governmental Organization of Small and Medium Business OPORA ROSSII (Sakhalin Regional Branch), led by Mr. Dyakov Yuri Ilyich — Chairman of the Branch. Also attending were leaders of several provincial departments, boards, and sectors.

Expressing gratitude for the reception by Phu Tho provincial leaders, Mr. Dyakov Yuri Ilyich introduced OPORA ROSSII and Sakhalin province.

Mr. Dyakov Yuri Ilyich stated that OPORA ROSSII is an organization supporting small and medium-sized enterprises in the Russian Federation, serving as a bridge for dialogue between the business community and government authorities from central to local levels. The organization currently operates a network across more than 80 regions of the Russian Federation.

Sakhalin province hosts numerous enterprises operating in energy, seafood, logistics, and mining industries, with high demand for high-quality human resources. In its connecting role, OPORA ROSSII stands ready to support and promote training and labor supply cooperation between Phu Tho and businesses in Sakhalin province.

At the meeting, the delegation expressed a desire to build practical cooperative ties between Russian enterprises and local Phu Tho businesses, units, and vocational education institutions across industry, technology, agriculture-forestry, and workforce training.

The delegation also requested to learn about and survey product standards and production technology in agriculture, as well as labor demand, teacher training/refresher courses, and vocational training at Viet-Xo Vocational College No. 1.

Welcoming the delegation to visit and work in Phu Tho, Vice Chairman Nguyen Khac Hieu emphasized the traditional friendship and special bonds between the peoples of the two nations. In Vietnam’s national construction and development journey, Soviet experts supported and cooperated with Vietnam on numerous major projects, helping lay the foundation for socio-economic development.

In Phu Tho, Soviet-supported projects such as the Hoa Binh Hydropower Plant, the Soviet Experts Quarter, and Viet-Xo Vocational College No. 1 serve as enduring testaments to the strong cooperation between the two countries. Many Soviet experts directly trained Vietnamese cadres and engineers to build the Hoa Binh Hydropower Plant while assisting in establishing Viet-Xo Vocational College No. 1. This forms an important foundation for Phu Tho and OPORA ROSSII to continue driving cooperation in vocational training, industrial development, energy, and business connectivity.

Highlighting the province’s potential, strengths, and development orientation, Vice Chairman Nguyen Khac Hieu stated that Phu Tho is focusing on mobilizing and effectively leveraging resources to promote industry, high-tech agriculture, infrastructure, and high-quality human resources. The province desires to step up cooperation with Sakhalin enterprises specifically and Russian businesses in general, particularly in industry, energy, agriculture-forestry, agricultural processing, and workforce training.

The Vice Chairman affirmed that Phu Tho always accompanies and creates favorable conditions for Russian enterprises to explore the investment environment, production, and business opportunities in the province.

Regarding areas of interest to the delegation—such as industrial and agricultural development and human resource training—the Provincial People’s Committee will assign specialized agencies as focal points to provide complete information and assist connections.

Vice Chairman Nguyen Khac Hieu expressed hope that OPORA ROSSII will continue to pay attention to and support Viet-Xo Vocational College No. 1 in teaching and workforce training; enhance professional exchanges; and serve as a bridge to promote student training and exchange programs between Phu Tho and training institutions in the Russian Federation.

Vice Chairman Nguyen Khac Hieu affirmed that Phu Tho province is ready to coordinate and create conditions to step-by-step concretize the discussed topics, thereby expanding cooperation opportunities between Phu Tho and organizations/enterprises from the Russian Federation.
