Realizing the objective of constructing social housing

Promoting the building of social housing for low-income groups and employees in industrial parks has received special emphasis in recent years from provincial party committees and authorities. Many favorable methods and regulations have resulted in many social housing and worker housing projects being developed in Phu Tho. The Housing Development Program of Phu Tho Province for the period 2021-2030, adopted by the Provincial People’s Committee in Decision No. 2283/QD-UBND dated August 29, 2022, synthesizes and builds on social housing demands.

Realizing the objective of constructing social housing

The low-rise social housing area was erected on lot N02 in the Minh Phuong housing and commercial services area (Minh Phuong ward, Viet Tri city) with Minh Phuong Social Housing Company Limited as the investor, with a total investment of over VND173 billion.

Phu Tho has invested in 12 social housing projects totaling approximately 6,000 flats with a total floor space of nearly 300,000 m2 and an investment cost of more than 10,000 billion VND. Up to far, 8 projects have been completed and put into use, totaling around 3,322 houses/houses and a useable floor space of over 166 thousand m2, with projects such as: Thuy Van Industrial Park (IZ) housing and service area (671 flats); Song Thao cement plant worker housing project; Thanh Mieu region, Viet Tri city housing project for low-income persons, etc. The timely implementation of these social housing projects has made a significant contribution to meeting the need for low-cost housing for people, especially in light of recent increases in real estate prices in the country as a whole and in the province in particular.

According to a study from the Department of Construction, the province plans to build 27 social housing projects by 2025, including 5 independent projects. The remaining projects are part of the 20% land fund for commercial housing regions. The province’s capital need for developing social housing projects is 3,416 billion VND, with 517 thousand m2 of floor area and 9,788 social housing units.

In addition, there are 12 social housing projects in Viet Tri City that are part of the 20% land fund of commercial housing projects, including: Ben Got Residential Area, Urban Housing Area on Anh Dung Street, Southeast New Urban Area, Southwest Viet Tri New Urban Area, etc. The remaining ten social housing projects are spread throughout Phu Tho town and districts of Thanh Ba, Ha Hoa, Phu Ninh, Tam Nong, and Cam Khe.

The Thanh Cong area (Tho Son ward, Viet Tri city) social housing project has not yet acquired site permission.

According to Mr. Dao Hoang Chinh, Deputy Director of the Department of Construction, soliciting investment and creating social housing continue to be challenges. Preferential policies for investors in social housing projects and worker housing projects, for example, are not appealing enough to attract investors. However, the procedures for investing in the development, acquisition, and sale of social housing are lengthier and more involved than those for commercial housing projects. The mechanism that allows cash payments to replace the use of a 20% land fund to build social housing for projects under 5 hectares is ineffective; regulations require social housing projects to set aside 20% of the housing fund area for rent, but there are no customers registered to rent, resulting in waste and damage to investors, etc.

To address the aforementioned issues, he stated: "It is necessary to continue to review and adjust investment incentive mechanisms and policies under the province’s authority or propose adjustments. Adjust and supplement to attract investors in the housing industry, particularly social housing; assist organizations and people in obtaining preferential financing from the Bank under the VND120,000 billion credit program, etc. In particular, it is necessary to quickly propose measures to shorten and simplify administrative procedures according to authority; clearly specify the focal point for implementing administrative procedures in establishing, appraising, and approving housing projects, including social housing projects and worker housing, etc.

To accelerate the execution of authorized projects, provincial agencies, departments, and branches must collaborate and suggest solutions to alleviate challenges and bottlenecks in social housing building investment projects. On the other hand, it is important to conduct policy research and quickly advise on efficient and practical local solutions in order to complete the housing development roadmap in Phu Tho province for the period 2021-2030.
