On the afternoon of October 1, Working Group No. 5—established under Decision No. 982/QD-UBND dated September 9, 2025, of the Provincial People’s Committee on creating a special working group to promote public investment capital disbursement (referred to as Working Group No. 5), led by Comrade Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — held a working session with 14 communes in the Vinh Phuc area regarding the 9-month public investment capital disbursement status, estimated 10-month disbursement, and projected full-year disbursement for 2026. Also present were leaders of several departments and sectors.

In 2026, the 14 communes under the management of Working Group No. 5 were allocated a total public investment capital of over 1,229 billion VND; of which the plan assigned by the Provincial People’s Committee accounted for over 924 billion VND. This capital source was allocated by local authorities across 969 projects. Estimated over the first 9 months of 2026, the communes disbursed over 814 billion VND, reaching 66.3%, higher than the province’s overall average.

It is projected that by October 31, 2026, public investment capital disbursement across these communes will reach 82.5%. Specifically, 4 communes (Dao Tru, Vinh An, Vinh Thanh, Tam Hong) will achieve disbursement rates above 90%; 7 communes (Dai Dinh, Tho Tang, Vinh Hung, Vinh Phu, Yen Lac, Lien Chau, Nguyet Duc) will reach over 80%; while Vĩnh Tuong, Tam Dao, and Te Lo communes will exceed 70%. By December 31, 2026, all 14 communes are estimated to achieve 100% disbursement of assigned capital plans.

Regarding disbursement tasks for National Target Programs, in 2026, the communes were allocated over 65 billion VND; including over 30 billion VND for the New Rural Construction Program and over 35 billion VND for the Cultural Development Program. Communes are urgently finalizing investment procedures and detailed capital allocations for projects, tasks, and contents, striving to achieve 100% disbursement of assigned capital plans.

Alongside positive results, public investment capital disbursement progress still faces several difficulties. Multiple communes have not fully allocated assigned capital plans from the Provincial People’s Committee; specifically, Tam Dao commune retains over 5 billion VND, Dao Tru over 11 billion VND, Vinh Phu over 4.2 billion VND, Vinh Thanh over 10.7 billion VND, and Lien Chau over 8 billion VND. Primary reasons stem from local authorities finalizing procedures for the 4th batch of public investment plan adjustments.

During the working session, representatives of local leaders reported and clarified several difficulties and obstacles impacting public investment capital disbursement progress, particularly issues concerning compensation and project site clearance. Concurrently, they committed to strictly continuing execution of guiding directives from the Government, Prime Minister, central ministries and agencies, as well as documents from the Provincial People’s Committee to accelerate project schedules and public investment capital disbursement. Efforts will focus on stepping up project monitoring and evaluation, inspection, acceptance, and settlement of public investment capital, ensuring alignment with set schedules.

Highly appreciating the leadership and guidance of local authorities in executing public investment capital disbursement tasks, Vice Chairman of the Provincial People’s Committee Nguyen Khac Hieu requested localities to proactively overcome difficulties, accelerate capital disbursement progress, and complete set targets.

For communes that have not fully allocated assigned 2026 public investment capital, they must swiftly make detailed allocations to projects; proactively review and update disbursement plans for each project to report to the Provincial People’s Committee; striving to complete capital disbursement tasks within November 2026.
