Reorganizing and Restructuring Units Under the SOS Children’s Villages Vietnam System in the Province

On the afternoon of September 22, Comrade Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a conference to hear the Department of Health report on the Draft Project on reorganizing and restructuring units under the SOS Children’s Villages Vietnam system in the province, as well as several difficulties, bottlenecks, and proposals regarding recruitment in public non-business units under the Department of Health.

To ensure continued operations after taking over the units under the SOS Children’s Villages Vietnam system in the province in their current status, the draft reorganization project prepared by the Department of Health proposes dissolving SOS Children’s Village Viet Tri, then reorganizing it into Facility 2 under the Vinh Phuc Social Work Center, directly under the Department of Health.

The People’s Committee of Viet Tri Ward will take over SOS Kindergarten and establish a kindergarten branch affiliated with a public kindergarten in the ward. The model of Viet Tri Hermann Gmeiner High School will be converted into a public multi-level school covering primary, lower secondary, and upper secondary levels. The model of Viet Tri Hermann Gmeiner Vocational Intermediate School will be converted into a public vocational intermediate school directly under the Department of Education and Training.

At the conference, delegates discussed plans to address each group of individuals, ensuring the legitimate rights and interests of learners and workers. In addition, delegates focused on reviewing legal grounds, plans, criteria, and conditions to reorganize these entities into autonomous public educational institutions.

Concluding this content, Vice Chairman of the Provincial People’s Committee Nguyen Khac Hieu required that the reception, reorganization, and operation of units under the SOS Children’s Villages Vietnam system in the province must adhere to the principle of avoiding disruption to operations, especially for learners and workers, while continuing to preserve the humanistic significance of the model.

Agreeing on the policy that after handover, the units under SOS Children’s Villages Vietnam in the province will be organized under the public non-business unit model operating under an autonomy mechanism, the Vice Chairman requested units to research and formulate development strategies aimed at achieving higher levels of autonomy suited to their operational characteristics.

The Vice Chairman also requested that the reorganization project add specific plans for learners, ensuring that the model transformation does not affect the quality of learning, service conditions, or students' rights.

During the transition period, units must assign personnel in charge to ensure that operations, finances, assets, and legal personality are uninterrupted. For the immediate future, employee benefits and income are requested to be maintained at current levels. Any additional staffing needs due to the specific nature of the units will be calculated based on staffing quotas and budget balance capabilities. The finalized plan must be developed before September 30 to submit to competent authorities for consideration.

Following this, Vice Chairman Nguyen Khac Hieu heard the Department of Health report on difficulties and bottlenecks in recruitment at public non-business units under the department. According to leaders of the Department of Health, the current bottleneck is that affiliated public non-business units have not been allocated staffing quotas, leaving no basis for recruitment. The Department of Health proposed being allocated staffing quotas, alongside reviewing and receiving public employees recruited under socialized bed quotas and contract workers.

Concluding this topic, the Vice Chairman requested the Department of Health to coordinate with the Department of Home Affairs, the Department of Finance, and the Department of Justice to review organization, staffing, financial resources, and relevant legal bases. Among these, conditions, authority, and methods for receiving, recruiting, and using human resources at public non-business units must be clarified, especially for cases currently working under specific arrangements.

He noted that proposed mechanisms must have clear legal bases and ensure province-wide consistency, rather than being applied separately by region as before. For matters with unclear authority or complex natures, relevant agencies must continue reviewing them and report to the Standing Committee and the Permanent Board of the Provincial Party Committee for guidance before implementation.
