On June 9, Mr. Vu Viet Van, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, chaired a meeting to review preparations for investment and the commencement of social housing projects in the Trung Minh A and Trung Minh B New Urban Areas in Hoa Binh Ward, as well as the Au Lac High-Rise Independent Social Housing Project in Viet Tri Ward. The meeting was attended by leaders of relevant provincial departments and agencies.

According to reports, all legal procedures related to investment and contractor selection for the Trung Minh A New Urban Area Project have been completed. However, construction has not yet commenced because the project site has not been officially allocated.
The main obstacle stems from site clearance issues. Specifically, approximately 0.7 hectares of agricultural land adjacent to National Highway 6, owned by eight households, has had compensation plans prepared but not yet appraised due to the density of assets and crops exceeding regulatory limits. In addition, land recovery procedures for areas belonging to three enterprises and two households outside the dyke have not been completed because the relevant organizations and individuals have yet to cooperate fully.
Furthermore, plans for relocating and undergrounding 35kV, 22kV, and 0.4kV power lines, as well as transformer stations crossing the project area, have not yet been approved, directly affecting land allocation and construction schedules.

Regarding the social housing project in the Trung Minh B New Urban Area, construction has also been delayed due to the lack of land allocation. More than 4,000 square meters of agricultural land belonging to three households have generally been agreed upon for acquisition, but compensation plans have not yet received full approval. Land acquisition plans involving the former Trung Minh Ward People’s Committee headquarters and part of Trung Minh Secondary School have been publicly posted but have not yet completed the approval process.
Notably, the project also faces difficulties arising from an overlap with approximately 2,700 square meters of land belonging to the Experimental Station of the Center for Science and Technology Information Application. Following a review, the Department of Construction recommended maintaining the current status of the site and making a localized adjustment to the 1/500 detailed planning scheme instead of recovering the land, as site clearance was considered highly impractical.
To ensure project commencement schedules, developers proposed that the Provincial People’s Committee consider a phased land allocation mechanism. For the Trung Minh A social housing project, the investor requested the allocation of 23,918.8 square meters at the social housing project 02 and the social housing project 04, where site clearance has largely been completed and construction conditions are already in place. For the Trung Minh B project, the investor proposed the early allocation of 4,693 square meters at the social housing project 06, which has already completed site clearance procedures.
At the same time, investors requested that competent authorities accelerate the approval of compensation plans, land measurement and inventory procedures for the remaining affected areas, and consider extending project implementation timelines in line with actual site clearance progress. Investors pledged to mobilize maximum resources and closely coordinate with local authorities to expedite compensation, land clearance, and construction activities immediately after land allocation.
Concluding the meeting, Vice Chairman Vu Viet Van emphasized that the social housing projects in Trung Minh A and Trung Minh B are of great significance in meeting housing demand, contributing to the province’s social housing development goals and supporting the Government’s program to build at least one million social housing units nationwide.
He requested relevant departments, agencies, and local authorities to focus on resolving outstanding issues related to site clearance, land procedures, technical infrastructure, and administrative processes. Investors were urged to demonstrate a strong sense of responsibility, work closely with government agencies to address difficulties, and prepare sufficient resources to ensure readiness for groundbreaking ceremonies in June 2026. These projects are expected to contribute to urban development, social welfare, and improvements in residents’ quality of life.
At the meeting, the Vice Chairman and delegates also discussed and agreed upon the groundbreaking program for the Au Lac High-Rise Independent Social Housing Project in Viet Tri Ward. The project will be developed on an area of 7,015.8 square meters and, upon completion, will provide approximately 456 social housing units to the market.
The groundbreaking ceremony is scheduled to take place on June 15, 2026.
