Chairman of the Provincial People’s Committee Tran Duy Dong Inspects Progress of Social Housing Projects in Viet Tri Urban Area

On the afternoon of July 29, Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, conducted a field inspection of the implementation progress of social housing (SH) projects in the Viet Tri urban area.

Joining the inspection were leaders of the Departments of Construction, Finance, Agriculture and Environment, the Phu Tho Regional Land Development Center, the Provincial People’s Committee Office, and the People’s Committees of Viet Tri, Thanh Mieu and Van Phu wards.

Chairman of the Provincial People’s Committee Tran Duy Dong inspects the site and instructs the Department of Construction and the investor to complete investment approval procedures so that the Dong A Viet Tri Social Housing Project can break ground in September 2026.

During the inspection, the Chairman and the delegation reviewed six key social housing projects, including three standalone or newly proposed developments—Dong A Viet Tri, Hung Vuong, and Song Lo—as well as three social housing projects located on the mandatory 20% land allocation within new urban areas: Viet Sec New Urban Area, Southeast New Urban Area, and the Anh Dung Urban Residential Area.

The Dong A Viet Tri Social Housing Project, located in Van Phu Ward, covers 3.04 hectares with a total investment of approximately VND 807 billion. Developed by Dong A Golden Square Joint Stock Company, the project comprises two nine-story apartment buildings with 644 apartments and integrated social infrastructure.

The Hung Vuong Social Housing Project, located in Area 5 of Van Phu Ward, occupies 1.905 hectares with an estimated investment of VND 570 billion. Proposed by Hung Vuong Housing Development Investment Co., Ltd., the project includes two 15-story apartment buildings providing 420 social housing units, along with 26 commercial townhouses.

Meanwhile, the Song Lo High-Rise Social Housing Project in Thanh Mieu Ward covers 3.3665 hectares with a total investment of approximately VND 1.848 trillion, comprising three 20-story apartment buildings with 1,178 social housing units and 37 commercial units.

Chairman Tran Duy Dong inspects and directs the acceleration of the social housing project within the Viet Sec New Urban Area in Viet Tri Ward.

Regarding the 20% social housing land fund within new urban areas, the OXH3 Social Housing Project in the Southeast New Urban Area (Thanh Mieu Ward) covers 1.1285 hectares. Tu Lap Construction Co., Ltd. has been appointed as the investor to develop two 15-story apartment buildings with 550 apartments, at a total investment of VND 673.414 billion.

The Viet Sec New Urban Area Social Housing Project is being developed on 2.19 hectares, while the low-rise social housing project in the Anh Dung Urban Residential Area, invested by Tasco Joint Stock Company, includes 113 adjoining social housing units on a site of 7,779.6 square meters, with a total investment of VND 610.606 billion.

The Chairman reviews the master plan of the Southeast Viet Tri New Urban Area and the OXH3 Social Housing Project, which is scheduled to break ground at the end of August 2026.

According to reports from the Department of Construction and observations during the site inspection, although several projects remain on schedule, land clearance continues to be the most significant obstacle affecting infrastructure construction.

Key issues include unresolved cemetery land within OXH1 and OXH2 lots in the Southeast New Urban Area, disagreements over compensation prices between authorities and some businesses and households in the Anh Dung Social Housing Project, and fragmented land areas that have yet to be handed over in the Viet Sec New Urban Area.

Several projects also face planning-related challenges. For example, the Song Lo Project has proposed buildings of 20 stories, exceeding the 15-story height specified in the current master plan, while the Viet Sec project is undergoing procedures to convert its social housing component from low-rise to high-rise buildings.

Addressing the inspection, Chairman Tran Duy Dong acknowledged the proactive efforts of provincial departments, local authorities and investors. Stressing the importance of social housing in ensuring social welfare and sustainable urban development, he instructed all parties to continue close coordination under the principle of “clear responsibilities, clear tasks and clear deadlines” to promptly resolve legal and land-related obstacles.

Chairman Tran Duy Dong inspects the proposed site and expresses support in principle for preparing an investment project for a high-end apartment complex for lease on Tran Phu Street in Viet Tri Ward.

Regarding the implementation schedule, the Chairman directed the investor of the OXH3 Social Housing Project in the Southeast New Urban Area to complete all procedures and commence construction by the end of August 2026, in celebration of the 81st anniversary of the August Revolution and National Day (September 2).

For the Dong A Viet Tri and Hung Vuong social housing projects, the Department of Construction and the investors were instructed to finalize investment approval procedures so that construction can begin in September 2026 and October 2026, respectively.

For the Viet Sec New Urban Area Social Housing Project, the People’s Committee of Viet Tri Ward was requested to complete the handover of the remaining cleared land, while the investor must finish technical infrastructure during the third quarter of 2026. The Department of Construction was tasked with completing investor selection within the same quarter so that construction can commence in the fourth quarter of 2026.

Regarding the Song Lo Social Housing Project, the Provincial People’s Committee approved the project information submitted by the Department of Construction as the basis for selecting an investor, with construction targeted to begin in December 2026.

For the Anh Dung Social Housing Project, Tasco Joint Stock Company was instructed to work closely with local authorities to complete land clearance and synchronized infrastructure development so that the social housing component can begin construction during the fourth quarter of 2026.

Tasco Joint Stock Company is developing technical infrastructure for the Anh Dung Urban Residential Area in Thanh Mieu Ward, which includes 133 adjoining social housing units.

Chairman Tran Duy Dong also emphasized that investors should pay close attention to creating modern, civilized living environments with complete technical and social infrastructure, expanded green spaces and community facilities, while establishing architectural highlights for Viet Tri City.

He urged investors to mobilize maximum resources to ensure construction quality and adherence to project schedules, thereby helping the province achieve its social housing development targets under the Government’s direction and meeting the growing housing demand of local residents and workers.

During the working trip, the Chairman also conducted field inspections and agreed in principle to prepare investment projects for a high-end commercial residential development on Lac Long Quan Street (Thanh Mieu Ward) and a high-end apartment complex for lease on Tran Phu Street (Viet Tri Ward).
