Chairman Tran Duy Dong: Urgently Finalize Procedures for Public Investment Projects

On the afternoon of March 16, Mr. Tran Duy Dong – Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee – chaired a meeting with Vice Chairmen to review reports on: preparatory work for public investment projects; financial mechanisms for bus routes No. 07 and No. 09; and the investment plan for Hoang Van Thu High School for the Gifted in Hoa Binh Ward.

According to a report by the Department of Finance, the province has allocated 4,917.5 billion VND for 36 public investment projects in 2026. This funding structure includes 1,479 billion VND from the Central Budget for two projects and 1,583.7 billion VND from the Provincial Budget for 21 projects. Additionally, 300 billion VND in counterpart funding is designated for two major infrastructure works: the section of Capital Region Ring Road 5 from Vinh Thinh Bridge to the IC5 intersection of the Noi Bai – Lao Cai Expressway, and the Viet Tri – Hoa Binh Expressway, which connects the Noi Bai – Lao Cai Expressway with the Hoa Binh – Son La route. An additional 1,554.6 billion VND from the provincial revenue surplus has been mobilized for 16 other projects.

Regarding the progress of these initiatives, 6 projects have completed the appraisal and approval of their investment policies (though 4 of these still await final project approval). Meanwhile, 17 projects are currently undergoing policy review and appraisal, and 13 projects have yet to submit their dossiers to the Appraisal Council.

Concluding the session, Chairman of the Provincial People’s Committee Tran Duy Dong directed investors to collaborate with specialized departments to finalize the dossiers for four projects that have received in-principle approval but are awaiting final project approval. These must be submitted to the Provincial People’s Committee by April 5, 2026. Simultaneously, the Department of Finance is tasked with synthesizing these reports for the Provincial People’s Committee to present a detailed capital allocation plan to the Provincial People’s Council before April 10, 2026. Investors are also required to approve shop drawings and cost estimates, and organize contractor selection by May 31, 2026, in accordance with regulations.

Regarding the 17 projects currently under review—including those in the defense and security sectors—the Chairman requested the Provincial Military Command to seek approval from the Ministry of National Defense for two new projects to meet the criteria for provincial approval by March 30, 2026. The Provincial Police must also review the investment scale for communal police headquarters and hold a consultative meeting by the same deadline. For the 13 projects lacking dossiers, responsible agencies must report on the proposed investment scale for new projects to the Provincial People’s Committee by March 25, 2026, as a basis for formal in-principle investment proposals.

Addressing the financial mechanism for bus routes No. 07 and No. 09, it was noted that while 11 routes in the province receive subsidies, passenger volume from 2019 to 2024 only reached 19-20% capacity, causing losses for transport enterprises. Chairman Tran Duy Dong assigned the Departments of Justice, Finance, and Construction to finalize a support resolution for these two routes for issuance within April 2026. He also emphasized researching the implementation of electric buses, particularly in urban areas, to modernize and enhance the efficiency of public transport. Additionally, the Chairman provided guidance on the investment plan for Hoang Van Thu High School for the Gifted in Hoa Binh Ward based on departmental reports.
