Connecting labor supply and demand

Human resources are the driving force behind rapid and sustainable development in the present era. Therefore, in parallel with efforts to make breakthroughs in improving the business investment environment, attracting investment resources for development, vocational training, and information, connecting the labor market and employment, and meeting the increasingly high demands of society are important tasks that are of interest to all levels, sectors, and localities.

In the first six months of 2024, the operation of enterprises in the province is relatively stable; production and business activities are increasingly expanding and developing, creating large revenue and export value. Therefore, the need to recruit new workers is mainly to serve the expansion of production lines, increase output of goods, and at the same time supplement the positions of old workers who have retired. Some FDI enterprises in the fields of electronics, electronic component processing, connecting cables, etc. have a large demand for labor recruitment, such as BYD Vietnam Electronics Co., Ltd., Vietnam Future Innovation Co., Ltd., and YIDA Co., Ltd.

Through the review of the Department of Labor, Invalids, and Social Affairs, from the beginning of the year until now, there have been 480 newly established enterprises with a registered capital of VND 2,758 billion, bringing the total number of registered enterprises to over 12,000 enterprises. In addition, the collective economy continues to develop stably; the whole province has 735 cooperatives (20 newly established cooperatives), of which 601 cooperatives are operating, leading to the need to recruit labor in the first 6 months of the year with a number of about 7,000 workers, mainly enterprises operating in the fields of electronics and garments. It is expected that from now until the end of 2024, local businesses will need to recruit about 10,000–12,000 more workers.

For the overseas labor market, many countries have a need to recruit workers to restore the economy, so the number of workers participating in working abroad under contracts is increasing day by day. In 6 months, 1,431 workers went to work abroad under contracts, reaching 57.2% of the yearly plan.

However, most foreign employers want to accept trained workers with professional qualifications, skills, and foreign languages because these workers have the ability to quickly absorb work and work productively and effectively, in addition to having a better sense of labor discipline and living. Meanwhile, the province’s workers working abroad are mainly unskilled workers, which is also a difficulty for workers who want to participate in markets with high incomes and good working conditions.

In order to help workers and businesses “find” each other, the Labor Department has coordinated and directed specialized agencies to strengthen connections, exploit, collect, process, and provide labor market information, connect with businesses inside and outside the province, schools, educational institutions, and vocational training institutions that need to recruit workers and enroll students. At the same time, cooperate with the Management Board of industrial parks to grasp information about businesses and labor recruitment needs at businesses in the Industrial Cluster of Phu Tho province and neighboring provinces; improve the efficiency of job exchanges with a diverse and rich number and form of organization.

As of June 2024, agencies, units, and localities have provided job counseling to 22,850 people and introduced domestic jobs to 2,359 people. The number of employed workers increased by 10,642 people. At the same time, 162 projects were lent from the National Employment Fund, creating jobs, maintaining jobs, and expanding jobs for 178 workers. Thereby reducing the unemployment rate of the whole province in the first 6 months of the year by about 1.4%, of which the unemployment rate in urban areas was about 1.65% and in rural areas 1.26%. The rate of workers with vocational training was 71.5%, and the rate of trained workers with degrees and certificates was 30.5%.

Comrade Nguyen Hien Ngoc, Head of the Department of Employment—Labor Safety (Department of Labor, Invalids, and Social Affairs), said: In order to continue expanding the labor market and improving the quality of human resources in the province, in the coming time, the Department of Labor, Invalids, and Social Affairs will continue to review and assess the demand for human resources in each industry, field, and locality to promptly connect and supply labor, especially grasping the demand for human resources of investors who have projects or are researching to invest in Phu Tho. Along with that, vocational training activities are promoted according to social and business needs. On the other hand, the forms will be diversified, the quality of job exchanges will be improved, coordination in organizing mobile job exchanges will be strengthened, and online job exchanges with the northern provinces will be integrated into regular job exchanges.
