Developing High-Quality Human Resources to Meet the Operational Requirements of Phu Tho Province’s Two-Tier Local Government Model

On the morning of September 29, the Phu Tho Provincial Party Committee collaborated with the Ho Chi Minh National Academy of Politics to organize a ministry-level scientific conference titled: “Developing high-quality human resources to meet the operational requirements of Phu Tho province’s two-tier local government model.”

Comrade Bui Huy Vinh — Deputy Secretary of the Provincial Party Committee — attended and delivered welcoming remarks at the conference. In attendance were leaders and representatives from various departments, institutes, and units under the Ho Chi Minh National Academy of Politics, alongside leaders of several provincial departments, boards, sectors, and localities.

In his welcoming remarks, Deputy Secretary Bui Huy Vinh emphasized: The Resolution of the 1st Provincial Party Congress (2025–2030 term) set the target for Phu Tho to become one of the growth poles of the Capital Region by 2030. At the same time, it aims to become a center for industry, trade, logistics, tourism, healthcare, high-quality training, and hosting major cultural festivals for Vietnamese ethnic communities, as well as a venue for national and international events.

The province also identified a focus on developing high-quality human resources while pioneering the application of science, technology, innovation, and digital transformation.

The Deputy Secretary affirmed: Clearly recognizing the importance of elevating human resource quality and efficiency, the Phu Tho Provincial Party Committee has over the past period focused on leading and directing the organizational apparatus streamlining in conjunction with training, retraining, and positioning cadres, civil servants, and public employees—especially grassroots cadres—to effectively operate the two-tier local government model.

The Standing Committee of the Provincial Party Committee issued Resolution No. 27 on solutions to enhance the quality of grassroots cadres, and Resolution No. 33 on developing Phu Tho province’s human resources for the 2026–2030 period with a vision toward 2045.

The issuance of these resolutions demonstrates the province’s strong determination to push human resource development, viewing it as a strategic task to fulfill set targets.

In this new phase, Phu Tho province eagerly looks forward to receiving attention, insights, and recommendations from scientists and experts regarding human resource development goals and solutions.

The theoretical and practical issues discussed at the conference will contribute scientific arguments and practical experience, helping provincial levels and sectors see challenges and task requirements more clearly, particularly in the context of implementing a two-tier local government model.

In addition, the conference helps the province continuously heighten awareness and innovate approach mindsets to formulate practical solutions and suitable mechanisms and policies aimed at accelerating human resource development goals—especially high-quality human resources—to meet requirements for fast and sustainable development.

At the conference, delegates presented papers on topics including: Practical experiences in developing provincial and grassroots leadership and management human resources after administrative mergers; improving the quality of cadres and civil servants in operating Phu Tho province’s two-tier local government model; innovating training methods at political schools under a co-creation model of knowledge and new values; and the role of educational, training, and refresher institutions in Phu Tho province in developing high-quality human resources to meet two-tier local government operational demands...

The conference also set aside time for delegates to exchange views and discuss issues regarding the adaptability of cadres and civil servants to two-tier local government operational demands; cadre and civil servant arrangement and assignment; the relationship between human resource quality and operational efficiency of two-tier local government; and inter-level coordination and connection capabilities among cadres...

The conference aimed to clarify theoretical and practical foundations for developing high-quality human resources to meet operational requirements of Phu Tho’s two-tier local government model.

Simultaneously, it evaluated the current state of cadres, civil servants, and public employees across all levels in the context of organizational apparatus streamlining and local governance innovation, thereby identifying new competency, skill, and public service ethics requirements for the workforce.

This also served as an opportunity for leaders, managers, and experts to share experiences and effective models in training, attracting, and utilizing high-quality human resources. In particular, it focused on proposing feasible orientations and solutions to enhance human resource quality, contributing to boosting the operational efficacy and efficiency of Phu Tho province’s two-tier local government model.
