Accordingly, the delegation inspected field realities at the Hoa Binh - Moc Chau Expressway Project (Km19 - Km53 section) and the Regional Linkage Road Project Connecting Hoa Binh - Hanoi and Son La Expressway (Hoa Binh - Moc Chau) to review progress, identify difficulties and bottlenecks, and propose solutions to accelerate project implementation.

Following field inspections, the delegation heard the Hoa Binh Regional Project Management Board report on project execution status.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council Bui Duc Hinh and the working delegation hear leaders of Cao Son Commune report on site clearance work for the Hoa Binh - Moc Chau Expressway passing through the commune.

According to reports, the Hoa Binh - Moc Chau Expressway Project features a total length of 34 km, with a total Phase 1 investment of nearly 10 trillion VND, scheduled for execution from 2022 to 2028.

To date, compensation, support, and resettlement work matching the complete 4-lane scale has basically handed over land surfaces to contractors. Realized value across 4 construction and installation packages reached approximately 2,387 billion VND out of 8,332 billion VND, equaling 28.7% of contract value.

This represents a project with numerous complex technical items as the route traverses rugged mountainous terrain and complex geological conditions. These factors, alongside fuel price fluctuations and funding difficulties in expanding the route to a full 4-lane scale, are affecting the deployment progress of certain items.

Construction contractors mobilize machinery, accelerating construction progress on the Hoa Binh - Moc Chau Expressway Project.

For the Regional Linkage Road Project Connecting Hoa Binh - Hanoi and Son La Expressway (Hoa Binh - Moc Chau), featuring a total investment of 2,744 billion VND, site clearance reached approximately 95%, corresponding to 30.06 km out of 31.642 km. Construction and installation value reached 712 billion VND out of 1,666 billion VND, equaling 41% of contract value.

Contractors deployed roadbed excavation and embankment over approximately 28 km; asphalt concrete pavement construction reached around 7.7 km; completing 16 out of 20 bridges along the route. However, the project still has several unhanded-over site locations concentrated in Kim Boi, Luong Son, and Ky Son Ward.

Primary causes relate to determining land origins, compensation unit prices, resettlement, and certain cases refusing inspection coordination. Additionally, equipment and manpower resources across several construction fronts remain limited, while construction organization lacks uniformity, impacting overall schedule.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council Bui Duc Hinh and working delegation members hear reports on construction progress at the regional linkage road project.

For the Investment Construction Project of Hoa Lac - Hoa Binh Road and Upgrading Highway 6 (Xuan Mai - Hoa Binh Section) under Public-Private Partnership (PPP), preliminary total investment stands at approximately 10,475 billion VND.

The project scale adjustment section is currently in its investment preparation phase. The process of finalizing investment policy adjustment procedures faces difficulties due to reviewing investment phasing options, total investment estimates, financial plans, and capital structure.

Concurrently, stepping up propaganda and advocacy to gain public consensus and hand over sites for construction.
