Mobilizing Science and Technology Resources to Support Socio-Economic Development

On the afternoon of July 10, Nguyen Huy Ngoc, Member of the Provincial Party Committee and Vice Chairman of the Phu Tho Provincial People’s Committee, chaired a meeting to hear reports from the Department of Science and Technology on several key policy initiatives. These included a draft decision promulgating the Regulations on the Hung Vuong Award for Science, Technology and Innovation of Phu Tho Province; a draft decision on coordination mechanisms for scientific research, technology development, and technology transfer in support of the province’s socio-economic development; and a report on difficulties encountered in implementing new regulations governing the organization and operation of the Phu Tho Science, Technology and Innovation Development Fund.

The draft regulations governing the Hung Vuong Award for Science, Technology and Innovation specify the official name of the award, the award cycle and presentation schedule, eligible applicants and fields of recognition, eligibility criteria and assessment standards, award categories and prize values, application requirements, evaluation procedures, and the composition and operating principles of the award selection council.

The draft coordination regulations aim to establish a unified cooperation mechanism between the Provincial People’s Committee and research institutes, universities, colleges, enterprises, and science and technology organizations in scientific research, technological development, and technology transfer. The objective is to effectively mobilize science, technology, and innovation resources to serve the province’s socio-economic development.

In his concluding remarks on these agenda items, Vice Chairman Nguyen Huy Ngoc instructed the Department of Science and Technology to work closely with relevant departments and agencies to review, revise, and finalize the draft documents to ensure their quality. He emphasized that the regulations should provide a transparent and consistent legal framework for organizing the award program while encouraging and honoring organizations and individuals with outstanding achievements in scientific research, technological development, and innovation.

Vice Chairman Nguyen Huy Ngoc also directed relevant agencies to address obstacles arising during the implementation of the new regulations governing the organization and operation of the Phu Tho Science, Technology and Innovation Development Fund.

Regarding the implementation progress of two public investment projects—the Project to Enhance Testing and Inspection Capacity for the Standards, Metrology and Quality Technical Center, and the Project to Procure, Supplement, and Upgrade Information Technology Equipment for Agencies within the Two-Tier Political System of Phu Tho Province—the Vice Chairman instructed the Department of Science and Technology to urgently coordinate with relevant agencies and units to complete all required administrative procedures in accordance with regulations and promptly submit the projects to the Chairman of the Provincial People’s Committee for approval.
