On June 25, the 19th Provincial Party Executive Committee (2020–2025 term) convened its 20th Conference under the chairmanship of Mr. Bui Minh Chau, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, and Head of the Provincial National Assembly Delegation.

Also attending the conference were Mr. Bui Van Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Mr. Phung Khanh Tai, Standing Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Standing Committee and Provincial Party Committee; and leaders of provincial departments, sectors, unions, and units. Representatives of the Party Central Office, the Central Organization Commission, and the Central Inspection Commission were also present.
Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee Bui Van Quang chaired the discussion at the conference.
The conference reviewed and implemented documents from the Central Committee and discussed key reports, including the draft summary report on the implementation of political tasks during the first half of 2025 and the direction and tasks for the remainder of the year. It also considered the report on leadership activities between the two committee conferences and the draft resolution on upcoming tasks.
Presenting the summary report, Mr. Phung Khanh Tai, Standing Deputy Secretary of the Provincial Party Committee, highlighted major socio-economic achievements. In the first half of 2025, the province recorded a GRDP growth rate of 9.2%. Total development investment capital reached VND 25,172 billion, up 16.6% year-on-year. Phu Tho’s Provincial Competitiveness Index (PCI) climbed to 8th among 63 localities nationwide, marking the second consecutive year in the top 10 for governance quality.
Standing Deputy Secretary of the Provincial Party Committee Phung Khanh Tai presented the summary report on political task implementation and key objectives for the rest of 2025.
Social welfare remained stable while political and social security were ensured. Notably, the province completed the reorganization of specialized agencies at both provincial and district levels and coordinated with Vinh Phuc and Hoa Binh to develop a comprehensive plan for the merger of administrative units and personnel restructuring.
During the discussion chaired by Mr. Bui Van Quang, delegates proposed solutions related to accelerating digital transformation, improving budget revenue collection, and preparing for the implementation of the two-level local government model and the provincial merger.
In his concluding remarks, Mr. Bui Minh Chau emphasized that the positive results achieved since the beginning of the term—and especially in the first half of 2025—reflected the determination and unity of the Party Executive Committee, the political system, the business community, and the people of Phu Tho. He urged all levels of Party committees, agencies, and localities to remain proactive, flexible, and quick to adapt to changing conditions. He also stressed the need to strictly implement apparatus restructuring, ensuring smooth transfer of responsibilities from the district to commune level following the upcoming administrative merger.
Mr. Chau further called for the efficient management of public assets, digitization of administrative records, and thorough preparation for the new Provincial Party Congress for the 2025–2030 term, contributing to the 14th National Party Congress. He emphasized the importance of reinforcing public communication, improving grassroots governance, strengthening ethnic and religious affairs, and enhancing the performance of inspection, supervision, and complaint resolution mechanisms.

Regarding socio-economic development, he urged timely completion of district-level projects, clearance of outstanding basic construction debts, and expedited site clearance for key projects. Social welfare policies must be fully implemented to improve people’s living standards, maintain political stability, and support overall development.
Provincial Party Secretary Bui Minh Chau presented the Prime Minister’s Certificate of Merit and the Hung Vuong Medal—a noble award of Phu Tho province—to Mr. Phung Khanh Tai, Standing Deputy Secretary of the Provincial Party Committee.
At the end of the conference, Mr. Chau presented the Prime Minister’s Certificate of Merit to Mr. Phung Khanh Tai for his significant contributions to national development and defense. He also awarded him the Hung Vuong Medal, a prestigious provincial honor, in recognition of his dedication to the development of Phu Tho.
