Phu Tho Strives to Complete a Minimum of 64,400 Social Housing Units

On the afternoon of May 28, Mr. Vu Viet Van—Member of the Standing Board of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—chaired a conference to hear the Department of Construction report on the adjusted Housing Development Program (2021–2030) and the Provincial Urban Development Program (2026–2030).

Regarding the housing development program, an appraisal of the 2021–2025 performance cycle reveals that the province’s total additional residential floor area hit over 21.39 million m2, satisfying 63.6% of the set milestone. The average housing area per capita reached 31.3 m2 of floor space per person by 2025, equivalent to 98.8% of the initial blueprint. For the 2021–2030 horizon, Phu Tho Province targets developing an additional 80.9 million m2 of housing floor space, scaling up the province’s aggregate floor area to approximately 175.1 million m2 by 2030, while the average housing area per capita is slated to hit roughly 41.7m2 of floor space per person.

In terms of social housing, the province aims to complete a minimum of 64,400 apartments in strict compliance with the quota allocated by the Prime Minister, corresponding to GMT roughly 3.79 million m2 of floor space. Within this target, approximately 52,400 units are earmarked for policy beneficiaries, 5,000 units are dedicated to the armed forces, and 7,000 units are designated as worker accommodation within industrial parks. Additionally, the province expects to construct approximately 1,480 official residence units to serve cadres, civil servants, and public employees who are mobilized or rotated for official duties.

Under the urban development program, Phu Tho strives to attain an urbanization rate of approximately 40% by 2030. The blueprint dictates developing 14 urban zones in alignment with the provincial master plan orientation, including 4 zones steered toward satisfying Class-II urban criteria and 10 zones tailored for Class-III urban criteria. By 2030, the defined milestones require 100% of urban zones to secure approved general master plans and architectural management regulations, the clean water coverage rate for the urban population to reach 100%, and the collection and treatment rate of domestic solid waste meeting statutory standards to hit 100%, alongside an average green space allocation of 8–10 m2/person. The total projected capital demand to execute this comprehensive program sits at approximately 97,562 billion VND, which will be leveraged via 55,530 billion VND from the central budget, 22,482 billion VND from the local budget, and roughly 19,550 billion VND from other capitalized sources.

Concluding the session, Vice Chairman Vu Viet Van emphasized that adjusting the housing and urban development programs for the 2021–2030 cycle is a vital mandate to ensure absolute compatibility with the province’s new developmental orientations following the rearrangement and merger of administrative units, while matching socio-economic expansion demands in the upcoming phase.

He requested the Department of Construction to fully absorb all feedback, continuously conducting rigorous audits of housing and urban development indicators to guarantee they are synchronized, grounded in reality, highly feasible, and completely aligned with the Provincial Master Plan for the 2021–2030 period. Special emphasis must be dedicated to expanding social housing, worker housing, and official residences, alongside prioritizing synchronized, modern technical and social infrastructures to elevate citizens' quality of life.

Ultimately, provincial departments, sectors, and local authorities are directed to strengthen coordination during the execution phase, proactively untangling bottlenecks regarding mechanisms, resource allocation, and site clearance to cultivate ideal conditions that capture investor interest in housing and urban infrastructure development. The Department of Construction must urgently finalize the dossiers and advise the Provincial People’s Committee to submit them to competent authorities for statutory consideration and approval.
