Resolving Compensation and Resettlement Obstacles for Key Projects in Hoa Binh

On March 23, at the Hoa Binh Regional Project Management Board (PMB), the Provincial People’s Committee held a meeting to address bottlenecks in compensation, site clearance, support, and resettlement for several key projects in the region. Mr. Quach Tat Liem, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, presided over the session.

During the meeting, the Hoa Binh Regional PMB presented a comprehensive report on the progress of major transport and infrastructure developments. These include the Hoa Binh – Hanoi regional connection road, the Son La Expressway (Hoa Binh – Moc Chau section), the Luong Son – Xuan Mai (Hanoi) connection road, and the upgrading of Provincial Road 436. Additionally, the report highlighted critical social and environmental projects such as the Canh Tang Reservoir, the ODA-funded wastewater treatment system for Hoa Binh City, and the Mo Muong Cultural Heritage Conservation Space.

According to the report, site clearance is being actively implemented, with many projects having handed over 30% to over 90% of the required land to contractors, providing a strong foundation for construction. However, overall progress remains inconsistent due to delays in land price determination, a shortage of resettlement land funds, and difficulties in verifying land origins. Furthermore, a segment of the local population has yet to reach a consensus on compensation plans, directly impacting the schedule.

Representatives from various communes and wards, including Kim Boi, Luong Son, Da Bac, and Mai Chau, reported on their specific local situations and requested the province to ensure sufficient funding and personnel for Land Fund Development Centers. They also urged for timely guidance to resolve policy inconsistencies related to land recovery.

In his concluding remarks, Vice Chairman Quach Tat Liem commended the efforts of relevant departments and local authorities. Emphasizing the vital role of these projects in the province’s socio-economic development, he demanded that all units decisively resolve outstanding issues. He specifically directed a thorough review of resettlement area scales to accurately match the number of displaced households.

Commune and ward People’s Committees were tasked with drastically directing site clearance, finalizing legal dossiers, and approving compensation plans in strict accordance with regulations. Simultaneously, authorities must step up public advocacy to build consensus. The Vice Chairman assigned specific tasks to departments to synthesize local proposals and report to higher authorities for timely resolution, ensuring no prolonged “bottlenecks” remain. This meeting serves as a crucial step in untying the administrative “knots,” providing the momentum needed to complete infrastructure systems and drive the province’s future growth.
