On June 10, Mr. Pham Dai Duong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Deputies Delegation of the province, and Head of the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation Development (Provincial Steering Committee), chaired a meeting of the Standing Committee of the Provincial Steering Committee.
Also attending the meeting were Mr. Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, and Standing Deputy Head of the Provincial Steering Committee; Mr. Bui Van Quang, Permanent Deputy Secretary of the Provincial Party Committee and Deputy Head of the Provincial Steering Committee; members of the Provincial Party Standing Committee, the Standing Committee of the Provincial Steering Committee, and other members of the Provincial Steering Committee.

Speaking at the meeting, Secretary of the Provincial Party Committee Pham Dai Duong, Head of the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation Development, delivered directives on key tasks.
At the meeting, the Department of Science and Technology presented reports on the implementation of the Provincial Data-Based Monitoring and Operations System (IOC), preparations for the development of Phu Tho Province’s shared data repository, and major science, technology, innovation, and digital transformation challenges.
To date, the data-based monitoring and operations system has been developed and put into operation with 19 functions providing comprehensive information and data on key sectors to support the province’s leadership, direction, and governance based on data. As of June 7, 2026, four out of the 19 functions—including monitoring the “green channel,” monitoring Provincial Party Committee tasks, monitoring Provincial People’s Committee tasks, and managing data on public officials and civil servants—have been integrated with real-time electronic data from specialized information systems into the provincial monitoring and operations system.

Regarding the development of the provincial shared data repository, the Department of Science and Technology has conducted surveys among provincial departments, agencies, and sectors to assess the current status of information systems and specialized databases in use, as well as their capacity for connectivity, interoperability, and data sharing with the provincial shared system. To date, 15 out of 20 agencies and units have provided survey information, covering 108 information systems and specialized databases.
Based on the review results, the Department of Science and Technology proposed the announcement of six major science, technology, innovation, and digital transformation challenges in Phu Tho Province for the first phase of 2026. These include: enhancing the efficiency of the political system under the two-tier local government model following provincial consolidation; training and assessing the skills of officials within the political system; developing smart tourism, the experience economy, and digital cultural industries; promoting the development of industrial parks and industrial clusters toward ecological and smart models; advancing green agriculture and increasing the value of the province’s key agricultural products through sustainable and circular agricultural practices; and developing solutions for flood, landslide, and disaster warning, prevention, and mitigation in Phu Tho Province.

Vice Chairman of the Provincial People’s Committee Nguyen Huy Ngoc also contributed opinions on several important issues.
After listening to delegates’ discussions, Secretary Pham Dai Duong emphasized that building the provincial monitoring and operations system, the shared data repository, and implementing major science and technology challenges are important tasks that contribute to the effective implementation of Politburo Resolution No. 57-NQ/TW while supporting the province’s smart governance and management.
He requested provincial departments, sectors, and localities to seriously carry out the updating of data to the provincial shared database system, ensuring completeness, timeliness, accuracy, and synchronization. He also assigned the Department of Science and Technology to proactively study and propose regulations for monitoring and supervising data updates, clearly defining responsibilities for each department, sector, and locality during implementation.
Regarding the proposal to announce major science, technology, innovation, and digital transformation challenges, Secretary Pham Dai Duong directed the Department of Science and Technology to coordinate closely with relevant agencies and units to review and finalize the list in accordance with regulations before submitting it to the Provincial People’s Committee for approval and official announcement.

As part of the meeting agenda, Secretary Pham Dai Duong also reviewed and provided comments on the draft plan for organizing the six-month review conference of the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation Development, and for implementing key tasks in the final six months of the year.
