Supporting agricultural production

To effectively restructure the agricultural sector towards increasing added value and sustainable development, in recent years, along with focusing resources to improve the socio-economic infrastructure in rural areas, serving production and business, and facilitating people and businesses every year based on the actual situation, capacity, needs of households, and feasibility of projects, Thanh Thuy district balances, integrates, and mobilizes support resources to invest in building models and projects for production in the direction of goods.

Accordingly, the district focuses on supporting key points, supporting difficult and new stages in the implementation process, prioritizing projects applying high technology, producing according to safe processes, building brands and trademarks, and promoting trade until achieving the goals of the support mechanism.

From policies to support product development and improvement, Maika Food Company Limited in Xuan Loc commune has 7 products that meet OCOP standards.

In order for the support funds to be effective, based on the district’s directives and the actual situation, the party committees and authorities of communes and towns have developed specific plans for implementation. At the same time, promote information and propaganda to ensure that support policies are disseminated to all organizations, individuals, production, and business households in the area. In addition to thoroughly implementing the support funds of the central and provincial governments, the district actively mobilizes socialized resources, such as counterpart funds, land, labor, beneficiaries, etc.

In order to preserve the capital, the District People’s Committee regularly establishes inspection, supervision, and acceptance teams for the implementation of support policies, strengthening training and guidance for managers, project owners, and workers in the project implementation area on measures to manage the production process in accordance with the instructions.

Implementing policies to support and encourage agricultural and rural development in the spirit of Resolution 22/2021/NQ-HDND dated December 9, 2021 of the Provincial People’s Council on regulations on policies to support and encourage agricultural and rural development in the province, Thanh Thuy district has focused on directing the implementation, reviewing, and comparing with regulations on scale and subjects, and there have been a number of projects eligible for support.

Including support for the production process for grapefruit areas during the business period, the district focused on supporting the improvement of productivity, quality, and appearance of grapefruit with a support budget of more than 1.2 billion VND and supporting the implementation of good agricultural practices (GAP) with a support budget of 123 million VND.

Regarding support for encouraging the development of cooperation and association in the production and consumption of agricultural products, there has been a project to link the breeding and consumption of safe biological pigs chaired by NTEA Organic Food Joint Stock Company with a scale of 6,800 pigs per year supported by a budget of more than 4 billion VND.

Along with supporting large-scale, feasible projects, support policies to reward entities whose products meet OCOP standards for the first time have also been actively and promptly implemented.

Regarding the implementation of Resolution No. 09-NQ/HU, dated April 29, 2021, of the District Party Committee on agricultural development towards high-tech commodity production, the District People’s Committee has developed a plan and balanced the district’s budget to ensure support to achieve the set goals.

The district has allocated nearly 400 million VND from the budget to support the high-quality rice model ST25, Huong Uu 98, implemented in Dong Trung and Doan Ha communes; supported the completion of documents, procedures, appraisals, and evaluations of OCOP products; and supported training and capacity building for managers and subjects participating in the program.

It can be seen that the support capital sources have contributed significantly to the restructuring of the agricultural sector, not only changing the mindset and farming practices of the people but also creating a spreading force and motivation for people to confidently invest in agricultural development, contributing to increasing the value, increasing competitiveness, and sustainable development of local agricultural products. So far, the average product value per hectare of cultivated land and aquaculture in Thanh Thuy has reached 135 million VND/ha.
