On July 30–31, at the Provincial Conference Center, the Party Committee of the Phu Tho Provincial People’s Committee solemnly held its 1st Congress for the 2025–2030 term.

Attending and directing the Congress were Mr. Dang Xuan Phong, member of the Party Central Committee and Secretary of the Provincial Party Committee; Mr. Nguyen Phi Long, alternate member of the Party Central Committee and Standing Deputy Secretary of the Provincial Party Committee; Mr. Bui Van Quang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Mr. Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee; Mr. Bui Huy Vinh, Deputy Secretary of the Provincial Party Committee; along with members of the Provincial Party Committee, the Standing Committees of the People’s Council, People’s Committee, and Fatherland Front Committee of the province, and 258 official delegates representing more than 13,000 Party members from 65 grassroots Party organizations under the Party Committee.

Mr. Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, and Secretary of the Party Committee, delivered the opening speech of the Congress.

In his opening remarks, Mr. Dong emphasized that the 1st Congress of the Provincial People’s Committee Party Committee, term 2025–2030, is an important political event marking a new step forward for the newly restructured Party Committee. He noted that the Congress took place shortly after the province had successfully implemented the two-level local government model, offering new development space and more potential advantages.

Entrusted with the crucial task of evaluating the achievements in socio-economic development, national defense and security, and party building in the past term—and setting the direction, objectives, and tasks for the next five years—Mr. Dong urged delegates to uphold a high sense of responsibility, thoroughly study the documents, actively participate in discussions, and contribute ideas on key issues. He called on all participants to transform the Congress’s Resolution into concrete actions, contributing to the province’s and the nation’s overall development.

During the 2020–2025 term, the Party Committee focused on leading cadres, Party members, civil servants, public employees, and workers to strive for and achieve comprehensive results. The work of party building and rectification was actively implemented with many innovations and closely aligned with grassroots realities. The leadership capacity and combat strength of party organizations, along with the quality of cadres and party members, were markedly improved. This contributed significantly to enhancing the effectiveness and efficiency of government operations and the performance of provincial departments and sectors. The leadership role and prestige of the Party organization continued to grow, reinforcing the trust of officials, civil servants, and the general public in the Party, the State, and the socialist regime.

The most notable achievement of the past term was the province’s sustained economic growth, with a gradual shift from extensive to intensive development. Competitiveness steadily improved, and growth quality advanced positively, with an increasing share of high-value-added industries and products. The average growth rate from 2021 to 2025 is estimated at 7.5%, surpassing the national average of 6.2%. Industry played a key role, accounting for 54.3% of total added value. By 2024, the province’s economic scale had reached VND 354.6 trillion, ranking 6th among 34 provinces and cities nationwide, and is expected to hit VND 390 trillion in 2025—1.56 times that of 2020. The economic structure has continued to shift positively, with a decline in the share of agriculture-forestry and an increase in industry-construction and services. By the end of 2025, the industry-construction sector is expected to make up 53% of added value, services 33.8%, and agriculture-forestry-fishery 13.2%, compared to 48.2%, 34.5%, and 17.3%, respectively, in 2020.

For the 2025–2030 term, the Party Committee of the Provincial People’s Committee will continue to strengthen party and political system building in a comprehensive, clean, and strong manner. It aims to reaffirm the Party’s leadership capacity and the effectiveness of governance and administration by state agencies under the Party Committee. The focus will be on leading party organizations and members to fulfill political tasks efficiently, with the broader goal of transforming Phu Tho into a regional and national hub for industry, services, logistics, and tourism. The province aims to maintain a high economic growth rate, promote high-value agricultural development, and make science and technology, innovation, digital transformation, and the private sector the main drivers of economic growth.

The Congress established 26 targets, with five key tasks and three strategic breakthroughs. Notable targets include achieving an average annual growth rate of 10.5% or more from 2025 to 2030, reaching a GRDP per capita of VND 190–200 million, and restructuring the economy so that industry-construction accounts for 56%, services 35%, and agriculture-forestry-fishery 9%. By 2030, the contribution of total factor productivity (TFP) to growth is expected to reach 55–60%, while the digital economy is projected to contribute 30% or more of GRDP. The number of active enterprises in the province is expected to exceed 45,000, and the private sector is targeted to achieve an average GRDP growth rate of 12% or more.

Other major goals include training 77% of the workforce, achieving national standards for 87% of schools, ensuring that 95.5% of the population is covered by health insurance, and reducing the poverty rate by 1.0–1.5% annually—eliminating poverty under multidimensional criteria by 2030. Moreover, 80% of communes are expected to meet New Rural Development (NTM) standards, with 35% reaching advanced NTM levels. The province also aims to achieve a digital transformation index of at least 0.75, over 80% adoption of online public services, and build a modern, transparent digital government.

In his address, Mr. Dang Xuan Phong emphasized that the Party Committee of the Provincial People’s Committee is a newly formed Party organization of a special nature, operating directly under the Provincial Party Committee. With the core function of organizing the implementation of party policies and state laws, the party committee plays a pivotal role in governance, socio-economic development, national defense and security, and improving people’s lives.

To maximize this role, he called on the Congress and the Party Committee to adopt new leadership and development thinking and to reform the state governance model with a people-centric approach—taking the effectiveness and satisfaction of citizens and businesses as key indicators. He stressed that officials and civil servants must deeply embody the principle of “doing everything that benefits the people,” demonstrating a spirit of dedication and service.

In the context of a newly merged province, every party organization and leader must think big, act boldly, set high aspirations, and reject complacency. They must dare to think, dare to act, and dare to take responsibility. Breakthrough thinking, long-term vision, and concrete actions are essential to achieve major advances in public service delivery and socio-economic development.

Mr. Phong emphasized the need to continue restructuring the apparatus under the two-level government model. A clear roadmap should be developed with specific assignments, timelines, and deliverables, guided by the principles of “clear personnel, clear tasks, clear responsibilities, clear outputs, clear results, clear timelines, and a clear roadmap.”

He also called for renewed personnel policies, the development of a new generation of innovative, tech-savvy cadres, and improved strategic advisory capacity. The province should accelerate the implementation of its master plan, prioritize public investment projects with spillover effects, strengthen regional linkages, and create strong growth momentum.

The province aims to double its economic scale and become a leader in applying science, technology, innovation, and digital transformation in governance. The Party Committee is expected to lead the way in building a digital government, digital economy, and digital society—establishing a serving, modern, and transparent government for the people.

Concluding his remarks, Mr. Phong affirmed that the Congress’s success marks the beginning of a new journey and a commitment to the Party and the people—anchored in development aspirations and a spirit of service. He urged the new Party Committee to swiftly translate the Congress’s Resolution into concrete programs and plans with clear implementation mechanisms, decentralization, and monitoring systems.

“At this critical juncture, action is the most important thing. It must be resolute, organized, disciplined, and effective,” he said. He expressed hope that each cadre and party member will lead by example, spreading a spirit of innovation, creativity, and shared commitment to the province’s progress.

In his closing speech, Mr. Tran Duy Dong called on all party organizations and delegates to closely follow the congress’s objectives, targets, and solutions. Importantly, he encouraged listening to public feedback to ensure flexible adjustments aligned with real-life conditions, thereby meeting the expectations and trust of the Party members and the people of Phu Tho.
