The Government Office has officially dispatched Official Letter No. 5133/VPCP-CN dated June 3, 2026, to the Ministry of Finance, the Ministry of Construction, and the Phu Tho Provincial People’s Committee. The document conveys the executive directives of Permanent Deputy Prime Minister Pham Gia Tuc regarding the investment and construction project of the Viet Tri - Hoa Binh Route, an arterial link connecting the Noi Bai - Lao Cai Expressway with the Hoa Binh - Son La Expressway.

The Ministry of Construction shall review and aggregate all related components to urgently supplement the Viet Tri - Hoa Binh Route into the state’s ongoing adjustments. Specifically, the route must be integrated during the review and modification of the National Road Network Master Plan for the 2021–2030 Period, with a Vision to 2050, as well as the Road Infrastructure Master Plan for the 2021–2030 Period, with a Vision to 2050.

The Phu Tho Provincial People’s Committee is tasked with researching the investment preparation phases of the Project strictly within its designated jurisdiction and in absolute compliance with statutory regulations. Local authorities must place special emphasis on executing a thorough review and conducting a concrete assessment of the Project’s investment efficiency, directly bounding it to comprehensive socioeconomic cost-benefit accounting, and submit these metrics to the Ministry of Finance for aggregation before being reported to competent authorities for final executive review and decision-making.

Concurrently, the Ministry of Construction shall review and aggregate all related components to urgently supplement the Viet Tri - Hoa Binh Route into the state’s ongoing adjustments. Specifically, the route must be integrated during the review and modification of the National Road Network Master Plan for the 2021–2030 Period, with a Vision to 2050, as well as the Road Infrastructure Master Plan for the 2021–2030 Period, with a Vision to 2050, ensuring full legal conformity with public investment and statutory planning legislations.

The investment and construction project of the Viet Tri - Hoa Binh Route—connecting the Noi Bai - Lao Cai Expressway with the Hoa Binh - Son La Expressway—is engineered under a 4-lane expressway framework stretching approximately 56 kilometers. The projected aggregate investment capital pool stands at around 15,300 billion VND; if executed under the Public-Private Partnership (PPP) method, the estimated total investment will be approximately 15,967 billion VND.

Transportation planners evaluate that the route possesses strong capacities to upscale the operational efficiency of existing expressways—including the Eastern North-South Expressway, the Western North-South Expressway, and the Noi Bai - Lao Cai Expressway—by introducing a seamlessly synchronized, continuous connection matrix. This matrix will actively optimize traffic distribution and substantially decompress congestion on legacy infrastructure grids.

Far beyond its baseline connectivity function, the Viet Tri - Hoa Binh Expressway is strategically projected to generate a powerful breakthrough impulse, unlocking integrated industrial-urban-service belts across core growth engines, most notably within Viet Tri City and neighboring satellite municipalities. By expanding the province’s developmental space, the project will empower local governments to maximize the land fund equity along both sides of the route, capture high-profile investments, and forcefully accelerate economic restructuring toward industrialization and modernization.
