On September 23, Comrade Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a conference to hear reports from departments and sectors on urban area and housing projects, as well as draft legal documents. Attending the conference were representatives of leaders from various departments, sectors, and localities.

At the conference, the Department of Finance reported the evaluation results regarding the approval of the investment policy for the Residential Land Project for Military Families (commercial name: Dai Lai Lumina Project) in Xuan Hoa Ward.
Proposed by the Housing and Urban Development Investment Corporation under the Ministry of National Defense, the project aims to construct a commercial residential area with purchase priority granted to officers and soldiers serving in the armed forces under the Ministry of National Defense.
According to the dossier, the site covers an area of approximately 55.07 hectares, of which the project execution area spans about 54.89 hectares, serving an estimated population of 5,000 people. Residential land occupies around 19.24 hectares, with a total floor area exceeding 440,341 m2 comprising 1,458 units in total. This includes approximately 627 individual housing units over 15.28 hectares and around 831 social housing units over 3.96 hectares (accounting for roughly 20.6% of the residential land area).
The project also allocates space for education, healthcare, culture, sports, commercial services, green spaces, parking lots, and technical infrastructure systems.
The total investment capital exceeds 2,886 billion VND, comprising 433 billion VND in investor equity and over 2,453 billion VND in mobilized capital. The project is expected to run from Q3/2026 through the end of 2030, divided into 2 phases.

Also at the meeting, delegates heard the Department of Finance report on the evaluation results regarding the proposal to simultaneously approve the investment policy and the project investor for the Hoa Phong Center Building (HOA PHONG CENTER) at Lot OHH1 - Hoa Phong Urban Area, extended Hoa Phong Street C9-E7, Viet Tri Ward. The proposed investor is Hai Ha Land Investment Joint Stock Company.
The project will be built on an area of 4,069 m2, with an estimated construction footprint of about 2,408 m2 and a total floor area of around 51,000 m2. The building will consist of 20 above-ground floors and 1 basement floor, supplying 396 apartments to serve a population of over 1,300 people. Product offerings include commercial apartments for sale or lease and podium commercial/service space.
The total investment capital is 950.1 billion VND, consisting of 250 billion VND in investor equity and 700.1 billion VND in mobilized capital. The project duration is 50 years, with completion anticipated in Q3/2029.

During the conference, delegates focused on discussing issues related to legal regulations on investment, land, construction, and housing; planning options, spatial organization, and connections for transport, technical, and social infrastructure to ensure synchronization with urban development orientations.
Opinions also called for a thorough review of project feasibility, implementation schedules, housing demand, amenity structures, and solutions to ensure investment efficiency in line with local planning and sustainable development requirements.

Concluding the conference, Vice Chairman Vu Viet Van required relevant departments, sectors, and units to continue reviewing and finalizing documents and procedures for each project to ensure strict compliance with legal regulations while facilitating smooth implementation.
Regarding the Dai Lai Lumina Project, the Vice Chairman requested specialized agencies to re-examine the project name to ensure consistency with current regulations and guidelines. The investor must continue studying and balancing the ratio between residential development area and spaces dedicated to landscapes, trees, and water surfaces, prioritizing ecological protection while leveraging the natural beauty of the Dai Lai Lake area. Planning and implementation should aim to create a harmonious urban landscape, unlock local eco-tourism potential, establish architectural highlights, and enhance overall project efficiency.
Regarding the Hoa Phong Center Building Project, Vice Chairman Vu Viet Van assessed the project as well-aligned with practical needs, noting that its implementation will help satisfy demand for housing, commerce, and services while creating a landmark to beautify the local urban landscape.
The Vice Chairman requested the investor, while finalizing the project design, to calculate and allocate sufficient parking space to meet required standards for residents as well as commercial and service activities. Furthermore, spatial layout and technical infrastructure must be organized synchronously to minimize pressure on local traffic infrastructure.
The Vice Chairman assigned the Department of Finance to fully absorb opinions raised at the conference and coordinate with relevant agencies, units, and investors to review and complete project dossiers before reporting to competent authorities for consideration according to regulations.
At the conference, the Department of Construction also presented a draft Decision on decentralizing the implementation of several tasks under the authority of the Provincial People’s Committee in accordance with Government Decree No. 207/2026/ND-CP. The draft focuses on delegating authority to commune-level People’s Committees for tasks including evaluating structural safety, handling structures showing signs of danger, resolving building incidents, and considering extensions for structural use periods. This clearly delineates responsibilities between provincial and commune levels, laying the groundwork for timely resolution of emerging issues at the grassroots level.
