Adjusting the Planning for the Access Road to Ba Cap Port, Thong Nhat Ward

On the afternoon of May 7, Mr. Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee (PPC)—presided over a conference to hear the Hoa Binh Regional Project Management Board (PMB) report on a local planning adjustment for the Ba Cap Port Access Road Construction Project in Thong Nhat Ward. The meeting was attended by Mr. Quach Tat Liem, Vice Chairman of the PPC, and leaders of relevant departments.

According to the Hoa Binh Regional PMB, the access road to Ba Cap Port spans approximately 2.4km, starting at the intersection with Tran Hung Dao Street (connecting to Dan Chu Ward and National Highway 6) and ending at the entrance to Ba Cap Port. The project is designed following urban road standards with a design speed of 50km/h.

Under the proposal, the first 640m segment from the starting point to the Quynh Lam dyke will maintain its original planning with a 36m cross-section consisting of four lanes, a median, and sidewalks. The remaining 1.8km segment is proposed for a scale reduction to a 25m cross-section, as this section primarily consists of elevated roads and viaducts with no direct connection to flanking residential areas. The estimated total investment after adjustment is approximately 996 billion VND, a significant decrease compared to the original plan.

The PMB explained that maintaining the original alignment would require cutting through a mountain ridge between Km1+150 and Km1+350 with excavation depths reaching nearly 100m, posing landslide risks and requiring massive reinforcement costs. Therefore, the unit proposed shifting the centerline to the right to avoid dangerous deep-cut sections, while narrowing the median from 5m to 2m and removing sidewalks on elevated sections to save land and construction costs. According to the Board’s assessment, these adjustments will not affect the road’s operational capacity as the driving surface width remains unchanged, while simultaneously enhancing investment efficiency and avoiding budget waste.

The project involves two planning subdivisions: the Central Right Bank of the Da River (PK2) and the Gateway Subdivision for Bich Ha and Ba Cap Ports (PK1) within the Hoa Binh Lake National Tourism Area. Under current regulations, the Department of Construction is responsible for drafting the adjustments, while the approval authority lies with the PPC. To ensure progress for the 2026–2029 period, the PMB requested the PPC to authorize them to lead the coordination with the Department of Construction and Thong Nhat Ward to finalize the local planning adjustment.

During the conference, delegates clarified the planning foundations and evaluated the project’s socio-economic impact, urgency, and investment efficiency. There was a consensus that the road is vital for socio-economic development, transport connectivity, and local tourism promotion. However, given the high total investment, delegates stressed the need for field surveys and comprehensive evaluations of technical factors, terrain, and operational efficiency to select the optimal plan.

Concluding the conference, Chairman Tran Duy Dong emphasized that the planning adjustment must align with the province’s urban development, tourism, and transport infrastructure orientations, with investment efficiency and budget savings as top priorities. He assigned relevant departments to coordinate closely with the Hoa Binh Regional PMB to meticulously review the dossiers and fully assess the impact of the adjustments—particularly regarding geological safety, landscape, and infrastructure connectivity—to ensure a scientific and synchronized design. Specialized agencies were directed to accelerate the completion of the adjustment dossiers for early submission to competent authorities for consideration.
