On the afternoon of May 6, Mr. Tran Duy Dong – Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee (PPC) – presided over a conference with the Northern Power Corporation (EVNNPC) and provincial departments to review progress and resolve bottlenecks in the implementation of 110kV and medium-voltage grid projects. The primary goal is to ensure a stable power supply for production and daily life.
Chairman Tran Duy Dong speaking at the working session.
In 2026, EVNNPC is investing in 37 grid projects (110kV) in Phu Tho with a total investment of 4,748.6 billion VND. This includes 14 projects in the preparatory stage, 22 under construction, and one already energized. Regarding the medium-voltage grid, the province has 129 projects totaling 1,611 billion VND.
To meet socio-economic development demands—particularly for industrial parks and clusters attracting high-tech investors who require high power reliability—the province has closely collaborated with the power sector to remove obstacles. While most major components of key projects are nearing completion, local issues persist regarding compensation and site clearance for certain embankments, foundations, and line corridors.
The conference focused on 8 key, urgent 110kV projects spanning 22 communes and wards. Leaders from these localities reported on their site clearance results, addressed EVNNPC’s proposals, and committed to specific completion deadlines.
In his executive directives at the conference, Chairman of the Provincial People’s Committee (PPC) Tran Duy Dong highly commended the Northern Power Corporation (EVNNPC) for implementing numerous power projects in the province. He reaffirmed that the province would stand side-by-side with the power sector to resolve any project-related bottlenecks.
The Chairman emphasized that power projects in general, and the eight key, urgent 110kV projects in particular, play a vital role in ensuring energy security and serve as a catalyst for the socio-economic development of both the province and Northern Vietnam. The province identifies this as a top-priority, urgent political task, focusing all steering efforts to ensure site handover according to specific timelines for the timely energization of these works to meet electricity demands.
Chairman Tran Duy Dong assigned the Department of Industry and Trade as the focal point to monitor and urge progress, synthesizing weekly reports for the PPC to clarify the responsibilities of each unit and locality. The Department of Natural Resources and Environment is tasked with proactively guiding and decisively handling obstacles related to land use, land origins, and compensation policies, including deploying officials directly to difficult areas for support.
Regional Land Fund Development Centers will lead the site clearance process, accelerating inventorying, public disclosure, and approval of compensation plans. For cases showing a lack of cooperation, dossiers must be finalized to organize mandatory tallying and enforcement in accordance with regulations. The Provincial Police will maintain a firm grasp of the situation and develop security plans to promptly assist localities in protecting construction sites when necessary.
The Chairman requested EVNNPC and investors to allocate sufficient resources for timely payments and to coordinate closely with localities to ensure that construction commences immediately as land is handed over.

Regarding the implementation schedule, Chairman Tran Duy Dong set specific handover milestones for the eight key, urgent 110kV projects. Specifically, the handover of project sites to investors must be completed between May 30, 2026, and July 30, 2026.
The Chairman stressed that this is an urgent mission, requiring localities, agencies, and units to exercise high concentration, great effort, and strong determination. The Party Secretaries and Chairmen of the People’s Committees of the communes and wards involved bear full accountability to the PPC for site clearance progress. Furthermore, he demanded enhanced coordination between agencies and proactive processing of tasks, explicitly stating that shifting responsibilities or allowing delays to linger will not be tolerated.
