Digital transformation is a popular trend and an inevitable and objective requirement for development in all fields. With the synchronous solutions implemented by the province recently, it has promoted digital transformation in both breadth and depth on three pillars: Digital government, digital economy, digital society, contributing to promoting socio-economic development.

Effectiveness of Resolution No. 55
After nearly 3 years of implementing Resolution No. 55-NQ/TU, dated August 13, 2021, of the Provincial Party Standing Committee on the Project for developing electronic government, towards the digital government of Phu Tho province in the period of 2021–2025, oriented to 2030, with the strong participation of the entire political system, has promoted a strong digital transformation process along three axes: Digital government, digital economy, digital society, creating a driving force for socioeconomic development.
To date, 4/6 of the goals by 2025 have been completed: 100% of administrative procedures that meet the conditions prescribed by law are provided in the form of full-process online public services. 81.8% of administrative procedure dossiers were received and resolved online. 95% of work records at the provincial and district levels and 75% of work records at the commune level are processed in the network environment, except for work records within the scope of State secrets. 100% of reporting work is done on the provincial and national reporting information systems. There are two goals to ensure the progress proposed by the Resolution: 80% of State agencies effectively deploy electronic systems for leadership, management, administration, and work supervision. Construction and interconnection of shared databases: Complete the construction of the interconnection of national databases on population, business registration, insurance, finance, cadres, civil servants and employee positions. Construction and completion of databases on land, civil status, education, culture, sports and tourism, information and communication, and labor and employment are underway.
In the first 6 months of the year, the rate of administrative procedures documents received and resolved online reached 81.5%, of which the rate of online public services throughout the process reached 41.1%; 100% of all online public services are integrated and provided on the National Public Service Portal; 73.0% of records and results of administrative procedures are digitized; the proportion of the population with smartphones reached over 86.5%; 100% of communes, wards and towns established community digital technology groups with 2,356 groups and 7,454 members.
Currently, the province has completed providing 25/25 public services according to regulations, authenticating, synchronizing and standardizing the information of participants in social insurance, health insurance and unemployment insurance, with the national population database reaching 97.42%; promoting non-cash payments with 73.9% of people and businesses having electronic payment accounts; payment of non-cash social security policies reaching 26.5%, monthly pension payments via ATM cards in urban areas reaching 27.1%.
It can be seen that the National Databases have created a foundation for digital government development that has been built and completed, ensuring interconnection, sharing, and unification from the Central to local levels. The province’s data warehouse and digital transformation portal have been constructed. Specialized databases are actively deployed by agencies and units, gradually meeting the requirements for exploitation and use in State agencies. Over 1.3 million citizen identification cards have been issued, 949,371 electronic identification accounts have been issued, of which 871,351 accounts have been activated, and 1,183,176 civil status data have been entered on the National Population Database.

Promoting digital economic development
Along with building a digital government and a digital society, developing a digital economy is one of the main axes promoting socio-economic development. The use of digital technology is applied in all economic sectors: Agriculture, industry, services, production, distribution of goods, etc. Keeping pace with the general movement of the whole country, the Agriculture sector in Phu Tho is promoting digital transformation, applying technology to agricultural production from production to consumption. In particular, digital transformation is an effective solution to connect supply and demand, helping products increase their value, expand markets, and promote more widely in domestic and foreign markets.
Not only in the agricultural sector, businesses in the province also promote model innovation, applying digital transformation in the fields of production, business, promotion, product introduction, and interaction with the market. markets and customers, meeting development requirements and keeping up with current development trends. Currently, some enterprises in the province have applied smart production management systems to optimize processes and minimize waste. Technologies that monitor and analyze data from production processes help them easily identify and resolve arising problems, ensuring product quality. Therefore, digital transformation is bringing about changes. Strategic change is the basis and driving force behind helping businesses improve management efficiency, promote revenue growth, and create competitive advantages in the market.
