Yen Lap is a mountainous district with a natural area of over 438.2km2. The population is over 97,000 people, including 32 ethnic groups, of which 80% are ethnic minorities (the Muong ethnic group accounts for over 74%, the Dao ethnic group accounts for over 4.2%, the remaining ethnic groups are other). Under the leadership of Party Committees at all levels, people of all ethnic groups in the district are always united, believe in the Party’s policies and leadership, well comply with the State’s legal policies, and actively work together to build a rich, beautiful and civilized homeland.

Improving the quality of life

Thoroughly grasping the directions, decrees, decisions, circulars of the Central Government and documents of the People’s Council, Provincial People’s Committee, and Yen Lap district People’s Committee, they have been concretized into specific projects, plans, and action programs, creating favorable conditions for implementation and ensuring compliance with the actual conditions of each area. In recent times, Yen Lap district has invested in building two permanent farming and settlement sites: Cay Dua Point, Son Tinh area, Luong Son commune, arranging stable housing for 48 households who do not have permanent land; Xuan Thang area, My Lung commune, arranging stable accommodation for 46 households without permanent land. The district has invested in building a road connecting residential areas from Dong Mang settlement to Khe Bang settlement, Trung Son commune, to serve the labor, production, trade and travel needs of the people. During the period 2019–2024, the District Bank for Social Policy Transaction Office reviewed and lent credit capital 14,743 times with a total support capital of 717,140 million VND, creating conditions for borrowers to use the capital. Clearly identify the role of reputable people as progressive and typical examples, taking the lead in implementing the Party’s guidelines, policies and laws of the state, and being a bridge of great solidarity between people of all ethnic groups. The Party, State, party committees, and authorities at all levels always care for reputable people in the area. The District Party Committee and People’s Committee have directed sectors and localities to focus on implementing social security policies seriously, promptly, openly, transparently and for the right subjects; increasing investment in facilities and medical equipment in ethnic minority areas; strengthening medical examination and treatment; arranging medical staff for communes, villages and hamlets to help improve the quality of health care for ethnic minorities.

Vocational training and job creation receive attention and emphasis. In the period 2019–2024, the whole district has 4,816 workers trained and vocationally trained. Traditional cultural values are focused on preserving and promoting: The ceremonies of the Dao Quan Chet people in Xuan Thuy commune and the Forest Opening Festival of the Muong ethnic people in Minh Hoa commune are recognized as national-level cultural intangible heritage. The district is implementing solutions to continue preserving and promoting the value of the tangible and intangible cultural heritage of the Muong ethnic group in My Lung commune to achieve provincial-level intangible cultural heritage. Combining the preservation and promotion of cultural and historical values with the development of community tourism, the district has invested in three projects to support the development of typical tourist destinations in ethnic and minority areas: Typical tourism associated with the development of the Ga Gay sticky rice growing area of Muong people in My Lung commune; a tourist destination to experience cultural heritage at the Forest Open Festival, Minh Hoa commune; a typical tourist destination in ethnic minority and mountainous areas at Ton Son and Mo Xuan historical relic sites in Xuan An commune...

Work together to build the homeland

The ethnic people of Yen Lap district have a tradition of solidarity, patriotism, and a strong heart for the Party. Throughout history, the courageous spirit of fighting against foreign invaders has been affirmed. Heroic evidence is found in historical relics such as the Minh Hoa basin war zone and the Ngo Quang Bich-Xuan relic. Associated with that are diligence and creativity in production labor, actively contributing to the cause of building and protecting the Fatherland. Along with patriotic movements, ethnic minorities have access to advanced science, technology, and techniques applied in production to help increase productivity and improve product quality—a step-by-step transition from self-supply to commercial economy. There are more and more examples of good production and businesses with high incomes. Patriotic emulation movements have created synergy in the great unity of nations, promoting internal strength and creating motivation for each social class and people of all ethnic groups to compete to complete the goals and tasks of socio-economic development, national defense and security of the District Party Congress Resolution. Many major socio-economic development goals were achieved: Average income per capita reached VND 41.2 million/year, reaching 103% of the Resolution target; total budget revenue in 2023 reached VND 152.21 billion, reaching 121.2% of the Resolution target; the average annual rate of poverty reduction reached 1.4%/year, exceeding the Resolution target of 0.4%.

Party committees and governments at all levels always attach importance to sustainable poverty reduction, identifying it as a consistent policy and task throughout the process of implementing innovation, construction and socio-economic development. Programs, projects, and policies to support hunger eradication and poverty reduction are publicized and widely propagated to all classes of people, especially the poor, near-poor, and those who have just left poor or near-poor households. Many households have determined and proactively registered to participate in project programs and borrowed credit to successfully start their own businesses, creating a sustainable foundation for escaping poverty. The role of Party organizations and Party members in ethnic minority areas of the district is increasingly affirmed and enhanced with important efforts in propagating, disseminating, thoroughly grasping, and mobilizing officials and public employees. Officials, workers and people strictly and effectively comply with and implement the Party’s guidelines and policies, and the State’s laws; participate in socio-economic development, ensure national defense and security, build a clean and strong Party, government and grassroots political system. The work of building a team of ethnic minority officials has always received attention from party committees and authorities at all levels. At the district level, 88/164 officials are ethnic minorities, accounting for 53.66%; at the commune level, 277/342 officials are ethnic minorities, accounting for 81%. Party committees and organizations at all levels strengthen leadership and direction of propaganda work and mobilize people of all ethnic groups to implement the Party’s guidelines and the State’s legal policies.

Promoting the achieved results, in the coming time, Party committees, authorities, Fatherland Front, socio-political organizations and all people in Yen Lap district will continue to unite and strive to achieve victory, benefit from key tasks with the goal of promoting potential advantages, innovation, promoting economic development, and ensuring social security; reduce poverty quickly and sustainably; build synchronous infrastructure; connect with developed areas; focus on building a strong political system, ensuring solid national defense, maintaining political security, and stabilizing social order; Consolidate and strengthen the great national unity bloc, for the goal of wealthy people, strong country, democracy, fairness and civilization.
